Town Board Meeting Minutes

ATTENDANCE:

Supervisor Michael Davis

CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00 pm with the Pledge of Allegiance.

 

 

TOWN CLERK:

I, Carol Huber, Town Clerk for the Town of Vienna have presented to the Town Board on this day, the 2025 Tentative Budget.

 

VINEALL CONTRACT:

Town Board was presented with the Vineall Ambulance Contract for 2025/2026 for the Cleveland Ambulance District. Councilman Smith made a motion to hold a Public Hearing on October 23, 2024 at 3:00 to approve the Contract with Vineall Ambulance. Councilman Lamb seconded the motion.

2025 TENTATIVE BUDGET WORKSHOP

Supervisor Davis turned the meeting over to Budget Officer Ben Gasser for review. Gasser went over each line item and asked for 3 yeses to move on and if not, then there will be a discussion until at least 3 people agree or table to next meeting. Sylvan Beach and North Bay did not submit their budget yet.

 

The following line items were adjusted at this time:

 

Judges

A1110.1 Personal Services 1 4% increase not 14.64

A1110.11 Personal Services 2 4% increase not 14.64

A1110.12 Personal Services 4% increase not 22.30

Tax Collector

Moved Personal Services and Contractual to Town Clerk, there will be no Deputy Town Clerk.

Town Clerk

A1410.1 Personal Services $30,000

A1410.11 Personal Services Deputy $6000 + $6500 = $12,500

A1410.4 Contractual $5500 + $3000 = $8500

Town Hall

A1620.1 Cleaner 4% increase not 0

Animal Control

A3510.11 Personal Services 4% increase not %3

Public Health

A4020.1 Registrar of Vital Statistics 4% increase not 3.96

Programs for the Aging

A6772.4 Increase to $10,000 and divide $4000 to 50 Forward and $6000 for Youthful Seniors

($4000 for Bus Trips and $2000 for in Town activities)

Non-Property Tax Items

DB1120 Sales Tax Increase to $1,550,000

 

GENERATOR CONTRACT:

Luke Goebel from 911 Generators emailed the Town Clerk on 10/4/24 and explained the scope of the Generators has changed and the price would go up for both the Town Hall and the Highway Garage by $4149.94. Supervisor Davis explained that there had been no other bids, so there is no need to put out for bids again. Councilman Smith made a motion to accept the new bids of $18,826.72 for the Town Hall and $34,578.66 for the Highway Garage to make sure everything was properly installed. Councilman Spellicy seconded the motion.

ADJOURNMENT:

Supervisor Davis made a motion to end the Budget Meeting at 8:45 pm, seconded by Councilman Lamb. All were in favor.
