Supervisor Davis opened the meeting at 7:00pm with the Pledge of Allegiance.Supervisor Davis:
Following a conversation with Councilman Smith who informed Supervisor Davis that Bill Shaughnessy Jr. expressed a desire by himself and the North Bay Fire Department to hold a Tree Lighting Ceremony on December 9, 2023.Supervisor Davis reached out to Bill and invited him to give a presentation of what would be included. Mr. Shaughnessy thanked the Board for the invitation. and outlaid the plan for the first of many to come Tree Lighting Ceremonies that would include a parade at 5:30pm, from Yager Road down to the Memorial Park, Tree Lighting Ceremony at 6:00pm, with Santa Clause, and refreshments at the North Bay Fire Department. The Board was very supportive of this and offered to purchase the lights needed for the trimming of the trees. A motion was made by Councilman Darrin Smith and Second by Councilman Jason Spellicy to put$500.00 towards the purchase of tree lighting. Motion Carried.

Question: Regarding Annex of Charges as to why on the initial contract of 2021 they were not there, but on the revised copy dated 7/2023 they were there.

Question: What were the total Town of Vienna Calls in 2022, and how many within the district. Response from North Shore Ambulance Representatives: There were 78 calls with 70 of them within the district.

Response from North Shore Ambulance Representatives: A copay is a set rate you pay for prescriptions, doctor visits, and other types of care. Coinsurance is the percentage of costs you pay after you’ve met your deductible. A deductible is the set amount you pay for medical services and prescriptions before your coinsurance kicks in fully.

Response from North Shore Ambulance Representatives: Proximate estimate is about a six- mile range.
Supervisor Davis asked each Town Board member to express their concerns regarding the proposed 2024 North Shore Ambulance Contract. Each responded.
A motion was made by Councilman Jason Spellicy and seconded by Councilman Darrin Smith to accept the North Shore Ambulance proposed 2024 contract at $76, 319. Motion Failed.Voting Record:

North Shore Ambulance representatives said that they would.
A motion was made by Supervisor Michael Davis and seconded by Councilman Jason Lamb to Close the Public Hearing at 8:17pm. Motion Carried.Voting Record:

Question – regarding the Deputy Supervisor’s budget salary amount, what was is it for? Response by Board Members was for work provided by the Deputy Supervisor for the Water Project, ARPA projects, Cell Tower, and other projects.
Question – regarding Deputy Town Clerk and Town Clerk salaries and the budget breakout between Tax collector and Town Clerk? Response from Board Members was to breakout the Tax Collector budgeted dollars from the Town Clerk’s budgeted dollars to track how much is spent on Tax Collection vs the daily Town Clerk’s operations performance is deserving of an increase in pay, they would have no problem increasing the amount accordingly.
Question – regarding the Historian; s budgeted salary and to find out why we haven’t received any reports during the past year? Response by Supervisor Michael Davis stated that some of the historical data takes time and would be following up with the Historian and get back to all regarding this concern.
Question – Zoning officer’s budget, breakout of Clerk’s Salary and 2nd Zoning Inspector and the Contractual amounts? Budget Officer explained the breakout amounts.Comment: Councilman Darrin Smith expressed his concerns regarding the four Town Clerk candidates expecting to be paid a higher salary than what the budget is reflecting. The Board Members agreed that if the new Town Clerk’s performance is deserving of an increase, they would have no problem increasing the amount accordingly.
With no other comments, a motion was made by Supervisor Michael Davis and seconded by Councilman Jason Lamb to close the 2024 Budget Public Hearing. Motion Carried at 9:20pm.Voting Record:

The Tax Collector A1330.1 to read Personnel Service Deputy Town Clerk, to reduce Oneida Library budget by $1,362.45 and to remove off A1355.11 the (2). The Budget Officer asked if he could get a motion to accept the Revised 2024 Budget.
A motion was made by Councilman Douglas Jordan and seconded by Councilman Jason Lamb to accept the 2024 Budget as revised by the Budget Officer this evening. Motion Carried at 9:22pm.Voting Record:
