Supervisor Davis called the meeting to order at 2:00 pm, followed by the Pledge of Allegiance.PATRICIA COOK RESIGNATION:
Supervisor Davis accepted her resignation on December 18, effective 12/31/2023. A motion was made by Supervisor Davis to accept the resignation and Councilman Jordan seconded the motion. A motion was made by Councilman Smith to open a Public Hearing for the Vineall Ambulance Service Contract at 2:05 pm. Councilman Jordan seconded the motion. Supervisor Davis asked North Bay EMS Captain if they had any issues, in all the years working with Vineall Ambulance, the Captain said no. Supervisor Davis then asked Rick Rolean, Vienna Fire Department Chief, if he had any input from his relationship with Vineall Ambulance and he answered he had no issues. Supervisor Davis asked if anyone from Sylvan Beach had any issue with Vineall and they answered with no issues. Public questions were as follows: Penny James, Hollenback Rd. Question: Will there be an Ambulance staged in Vienna to reduce response time from Oneida: Answer: No, but when available, one can be staged at the half way point at intersection of Rt. 31 and Rt. 13. Will the contract billing cover lift assists? Answer: No, Fire Department will be sent for lift assists. Rob Weldon, Question: What does $50,000 get us for the Contract? Answer: ALS coverage 90% of the time. Will they transport to Syracuse if requested? Answer: Yes McMartin, Question:Hall Rd.
Is $50,000 for a 95% guarantee? Are we getting billed? Answer: You are still responsible for what insurance will not cover. You will still be billed for the Contract bill and the remainder of the Ambulance bill. Will another ambulance be called if over 30 minutes? Are we getting less service? Answer: Fire Department has EMTs to help. Other Ambulances will help cover if contracted Ambulances are busy. Heidy Wellen, Elpis Rd. Question: How is the Mileage charged? Answer: From House to Hospital. Rick Mansfield, State Rt. 49. Question: Does the Ambulance require a certain amount of staffing with qualifications and does Vineall meet those requirements? Answer: Advance Life Support (ALS) 90% of the time. Staffed with 2 people, EMT and ALS provided. Robin Sellmen, Elpis Rd. Question: How many Ambulances are on call for Vineall? Answer: Three Ambulances in service, but six all together. Steve Carpenter, Town of Vienna Question: Can you explain what the difference is between ALS and BLS? Answer: ALS is Advanced Life Support and BLS is Basic Life Support. 911 answers and asks questions to decide which type of Ambulance is dispersed. If ALS is needed and Vineall is busy, North Shore would be called. Or, if BLS is called and then ALS is needed, they can start transporting towards an ALS provider. Supervisor Davis stated to North Shore attendees, that if they wish to submit another contract for negotiations before the Budget Meeting for 2025, they may do so. A motion was made at 2:55 to close the Public Hearing by Supervisor Davis and seconded by Councilman Lamb. A motion was made by Councilman Spellicy to approve the Vouchers and seconded by Councilman Lamb. IT Contract: Phil Amway, Town Assessor, along with Anatoli from BondarTech went over the BondarTech Hardware and installation Proposal and the Monthly Service Proposal. Anatoli assured that his company meets all Judicial Standards and all Cyber Security. He also noted that all the old equipment would be wiped clean 6 times over. Phil Amway also mentioned that there is a laptop available for the Town Clerk to use at the window for transactions. Supervisor Davis explained that the cost is being paid from ARPA funds (American Rescue Plan Act) along with the first years monthly fees. He also mentioned that the proposed Cell Tower, that is in the works to possibly be installed behind the Town Hall, will be able to offset the monthly fees with the possible monthly income received in the near future. Councilman Smith asked about the Monthly fees going up each year. Anatoli answered with not for five years if everything that we are using stays the same. Supervisor Davis explained that the Contract did not go up for bid because we are using ARPA funds, but he did do interviews over the phone and then chose BondarTech to come in for a personal interview. Phil Amway agreed to be the inhouse Liasson. There will also be a helpdesk available by phone for any issues. Mike Piper asked if Williamson Law will still be used with new Company and the answer was yes. He then asked if BondarTech is insured with a minimal insurance of one million dollars. The answer was yes. Clayton Conover asked if the contract will cover the Town Garage? The answer was not yet, but will look at their needs. A motion was made by Councilman Spellicy to accept the BondarTech Hardware and Installation Proposal and Monthly Service Proposal. Councilman Lamb seconded the motion. Clayton Conover had no comments or concerns.VERIZON LAND LEASE AGREEMENT PROPOSAL:
Supervisor Davis gave updates on the process of the Verizon Tower Land Lease Agreement Proposal. The income per year from Verizon would be $14,000 per year, a onetime $2,000 sign on bonus, a five year renewal increase of 10%. There will be Public Safety access to tower. The Town Attorney has approved the terms of the Contract. All the expenses incurred will be paid by Verizon. The reception of the cell tower is a 6-8 mile radius, which will relieve traffic from other towers. Steps that need to be accomplished:- Short environmental assessment for needs completed. Answered all question during meeting.
- The official Resolution will be on hold until Verizon is contracted and Anatolli suggested to have a conversation with them about direct ethernet hook-up.
- Proposal will need to go in front of Planning Board.
- If all approved, we will then have 10 days to post the permissive referendum in the paper and Website to have a Public Hearing.
