CALL TO ORDER:
Deputy Supervisor Spellicy called the meeting to order at 10:10 am. Followed by the Pledge of Allegiance.

Budget Officer Ben Gasser submitted budget adjustments to the Supervisor for approval. Deputy Supervisor Spellicy made a motion to accept the adjustments and for Ben to make any further adjustments after this meetings, bills are paid. Councilman Smith seconded the motion.

Abstract 13 Vouchers:
Councilman Lamb made a motion to accept the Vouchers to be paid in the amount of $49,941.53. Councilman Smith seconded the motion.

TOWN ATTORNEY:
Rossi & Rossi charged $250 per hour in 2022-2024. In 2025 attorney Rossi didn’t ask for an increase. For 2026, Rossi asked for $300 per hour without a contract. Deputy Supervisor Spellicy negotiated $285 for 2026 and by 2027 an increase to $300 per hour. Attorney Rossi agreed on the $285 per hour. Councilman Smith explained how Rossi has been very helpful, but would like to have approval of the Board if Rossi plans to attend any Planning Board or ZBA meetings because of costs. Councilman Lamb suggested that the Liaison could request to the Board the need for the Attorney to attend any of those meetings in person. Deputy Supervisor Spellicy will speak with the Chairman of those Boards and let them know they will need to request the attendance of the attorney to their meetings.
COUNCIL UPDATES:
Councilman Smith will not be able to attend the Planning Board Meeting on January 15th.
Councilman Lamb turned in his resignation as a Council Member do to being appointed as the Town Justice to replace Judge Coady.
Deputy Supervisor Spellicy turned in his resignation as a Council Member because he was elected Supervisor for 2026. He had a conference call with Oneida County about the Oswego Road Bridge Project. They are now $1.4 million over budget. They asked what the municipality can offer. Spellicy asked if they could keep the 5% of the cost and split it with the City of Rome. If this can’t happen, then it will have to be tabled and not happen. The Federal Government will not run a Bridge Program in 2026.
Judge Dave Desantis resubmitted a withdrawal to the 5th Judicial District of his resignation for now. Mr. Handler will need to attend training in April to be able to sit at the bench.
The Town received 2 checks from the cell tower for December and January. Also received a payment for mowing.
CELL TOWER:
Emergency Services of Oneida County are dragging feet with having equipment to add to the cell tower. There is a new system that does not require the cell tower, but however the Fire Departments still have some of the old equipment. Councilman Smith will try to get more information.
NEW WATER DISTRICT:
The Town has received the updated water contract along with a payment due for January. These payments will come out of the General Account for now. It will eventually get reimbursed when they start receiving monies.
PUBLIC CONCERNS OR COMMENTS:
Mike Fischer submitted an application for the Planning Board. Mike Piper submitted his resignation for the Planning Board. At the Board meeting on January 7th , they will ask the Town Clerk to submit an ad in the paper for the open position on the Planning Board.

ADJOURNMENT:
Deputy Supervisor Spellicy made a motion to adjourn the meeting at 10:37 am and Councilman Lamb seconded and all were in favor.
