TOWN OF VIENNA SPECIAL TOWN MEETING MINUTES

February 15, 2023

PRESENT: Supervisor Michael M. Davis Sr., Councilman Jason C. Lamb, Councilwoman Gail Whitham,  Councilman Jason Spellicy, Councilman Darrin Smith, Deputy Town Clerk Kathy Pavelock, Town Attorney Evan Rossi, Constables James & Shane

 

CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00PM. Pledge of Allegiance.

 

UNFINISHED BUSINESS:

Supervisor Davis announced the purpose of this special meeting is to discuss the Water District Extension Feasibility Study Report. Supervisor Davis provided an overview of the study report which will be presented by BCA Architects/Engineers. BCA will present the preliminary report which is 95% complete. Residents are asked to hold questions to the end of the presentation.

BCA Gregor, Amanda, and Shawna presented the preliminary report. The study covers two areas, one will be east of the McConnellsville district and the other will be on Lewis Road from NYS Rte 49 south to Old Route 49. The number of units and anticipated water usage was reviewed. Both areas will tie into existing OCWA districts. The Yagar Rd Tower and the Sylvan Beach Tower will be used for the appropriate new extensions. OCWA has confirmed ample pressure for each new extension. Ron Cole and the committee have assisted in promoting the extension in the areas. The study provided budget estimates for laterals to right-a-way only ($6 million) and laterals to residences ($8 million). The study also provides sources for grants and loans.

The next steps include:

  • Final Report to the town, OCWA and Department of
  • State Environmental Quality Review (SEQR)
  • District formation and public hearing
  • Bond Resolution
  • Funding applications
  • Town proceeds with bidding and

Three copies of the preliminary report were provided. One for the committee, one to the town attorney, and one for the town hall for public review.

 

PUBLIC COMMENTS, QUESTIONS, AND DISCUSSION.

  • Is it possible to connect the fire hydrant on Powell Rd to complete the loop? BCA will investigate this
  • Are upgrades needed to the Yager Road tower? BCA stated OCWA did not raise any concerns, but we will ask the specific
  • This will be the 10th water district in the town. Were meter pits considered? BCA stated yes, and laterals to houses included meters and pits. Some residents will need pressure reducing valves. Laterals to the house include inside plumbing.
  • Vacant property owners should be encouraged to consider the future development of the property. Committee member should get the word out to all property
  • One of the grants/loans is available based on an Income Study. This study costs about $6,000.

A motion was made by Councilman Spellicy and seconded by Councilman Smith to approve up to $6,000 for an income survey for the proposed water district contingent upon additional signatures received from Powell Road. Motion carried. Voting Record:

EXECUTIVE SESSION:

A motion was made by Councilman Spellicy and seconded by Councilman Lamb to enter executive session to discuss personnel job description/salary and we will take action at 8:26pm. Motion carried. Voting Record:

A motion was made by Supervisor Davis to return to regular session and seconded by Councilman Spellicy at 8:50pm.

Supervisor Davis made a motion raise the pay rate for Kathy Pavelock working as Deputy Town Clerk to $19.00 per hour, retroactive to January 2, 2023. Seconded by Councilman Lamb. Motion carried. Voting Record:

A motion to adjourn was made by Councilman Spellicy and seconded by Supervisor Davis. All in favor. Motion carried at 8:52pm.
