CALL TO ORDER:
Supervisor Davis called the meeting to order at 7:03 pm, followed by the Pledge of Allegiance.
NOCCOG:
Lisa Belinger & Joe Rowlands went over the Northern Oneida County Council of Government news. Registration information for the 2024 Local Government Conference, May 1st & 2nd can be found on the Tug Hill Commission’s LGC registration webpage. Also, other workshops available through Webinars.
NORMAN LEACH:
Announced the approval of the Adirondack Sports Authority to have 19 Women’s Ice Hockey Championship games in April. He also had the opportunity to tour the Children’s Museum Facility. Onondaga County is opposing changing the election year and is suing the State of New York. Also, the Civil Service Tes.ng fees are being waved in Oneida County.

A motion was made by Councilman Spellicy to approve the January 3, 2024 Minutes and seconded by Councilman Smith.

AUDITED VOUCHERS:
A motion was made by Councilman Smith and seconded by Councilwoman McEwen to approve the vouchers to be paid totaling $1,135,341.68.

SUPERVISOR’S REPORT:
Supervisor’s Report is filed in the Town Clerk’s office.
TOWN CLERK’S REPORT:
Town Clerk shared information with the Board from the training in Rochester. Town Clerk read her report and will be .led in the Town Clerk’s office. 2023 Annual Report disbursement was $24,251.88 and is also filed.
Taxes collected as of today were, $2,394,515.15. Supervisor’s portion of Warrant has been satisfied as of 1/30/24.
A motion was made by Councilman Spellicy to approve the Town Clerk’s Report and seconded by Councilman Smith.

HIGHWAY DEPARTMENT
Clayton Conover reported that the application for the West Lake Bridge was submitted. They replaced a few signs that were in disrepair. Skid Steer was delivered and there was an increase in monies owed a.er trade in value and needs approved for an extra $9,767.10 totaling $27,207.53 owed.
A motion was made by Councilman Spellicy to approve the extra $9,767.10 and seconded by Councilwoman McEwen.

COUNCIL REPORTS:
Councilman Smith reported that Judge DeSantis praised the Court Clerks for doing a wonderful job. Councilman Spellicy shared the prices and sizes of digital signs that can be purchased ranging in size from 3×6, 4×6 or 44 inches by 62 inches with full color and 2 sided. Also ranging in price from $22,358 to $44,000. He wants to request a RFP next month for a sign around 3×5 range with a pressure treated lumber frame. Trees in front of Office will be removed. Also, he attended the Planning Board Meeting and reported that there was a very good presentation on the Solar Panels and Dollar General is on hold for now. Supervisor Davis reported that testing was done for Adirondack Tech and demonstrated that they can provide 100 speed if needed. Also grass and culverts need cleaned up from the process. He proposed to hold back $5,000 for cleanup and pay the $120,000.
A motion was made by Councilman Smith to pay the $120,000 and hold $5,000 for cleaning up and was seconded by Councilman Spellicy.

OLD BUSINESS:
Bondertech is preparing the equipment for shipment.
We are waiting for the Engineer report for the Attorney to look over for the Water Extension .
NEW BUSINESS:
Ben submitted an adjustment report for the Budget.
A motion was made by Councilman Spellicy to approve adjustments and seconded by Councilman Smith.

Jack Cook will attend BAR training on April 25, 2024 and then will turn in mileage for the training.
Planning and Zoning Board requested approval to attend the Local Government Conference on May 2, 2024 at $85 per person totaling $765.
A motion was made by Councilman Spellicy and seconded by Councilman Smith to approve training.

Youthful Seniors and Bus Trips submitted trips totaling $6,473 which is $2973 over budget. Board members reported that we can only honor the budget of $3500.
COMMENTS/CONCERNS:
Mr. Woodcock voiced concern about the color of the sign as to not be blinding to drivers passing by at night.
Mr. Piper voiced concern about the trees in the front be cut down because of falling limbs. Also, will be requesting monthly reconciliations of vouchers to personally look over for discrepancies and concerns about lights on the side of building being out.
Mrs. Link voiced concern about the lighted sign and what it will be used for and how will notifications be read by passersby, distractions to drivers, and glare of sign. Supervisor Davis gave her permission to submit a report on the effects on lighted signs to the Town Clerk for review.
EXECUTIVE SESSION:
A motion was made by Councilwoman McEwen to enter into Executive Session for Contract Litigation and seconded by Councilman Spellicy at 8:08 pm.

A motion was made by Supervisor Davis and seconded by Councilman Spellicy to come out of Executive Session at 8:40 pm.

A decision was made to send a letter to the Mayor and Village Board of Sylvan Beach to seek resolution of the recently discovered contract discrepancies.
A motion was made by Councilman Spellicy and seconded by Supervisor Davis to send the letter.
