Town Board Meeting Minutes
March 6, 2024

CALL TO ORDER:
Supervisor Davis called the meeting to order at 7:02 pm, followed by the Pledge of Allegiance.

NOCCOG:
John Healt reported that there will be a Town Clerks Association Conference April 21-24 in Albany. Grants available through Edwin J. Wadas Foundation for Youth Sports. NY Preservation League is launching a new grant program for Capital Improvement. April 4th is the NY Engineers Roundtable. 2024 Local Gov. Conference registration fee will increase after April 1st. NY State Association of Conservation Commissions Conference on the Environment is Sept.18-20.

NORMAN LEACH:
Oneida County has joined the lawsuit to not change the cycle of election years. The Na􀆟on monies are up 6.5% and January sales tax is up 1.5% for the County. Steve Demille a leader in the Mohawk Valley Engineering has passed away. $23 Million dollars was received for a Triangle Site of 322 acres for a supply chain of semi- conductors industry. Earl Angel Bridge will be redone by Tioga Construction star􀆟ng in April and probably will take 2-3 months.

A motion was made by Councilman Spellicy to approve the February 7, 2024 Minutes and seconded by Councilman Smith.

AUDITED VOUCHERS:
A motion was made by Councilman Smith and seconded by Councilman Spellicy to approve the vouchers to be paid totaling $55,518.89.

SUPERVISOR’S REPORT:
Supervisor’s Report is filed in the Town Clerk’s office and will be posted on the Website.

TOWN CLERK’S REPORT:
Clerk read the report and updated everyone on the taxes collected and remaining taxes to be collected. Informed everyone that Website has been updated with all reports and Local Laws.

A motion was made by Councilman Smith to approve the Town Clerk’s Report and seconded by Councilman Spellicy.

ASSESSOR’S REPORT:
Assessor’s Report was filed in the Clerk’s office and will be posted on Website.

CODE’S REPORT:
None filed

HIGHWAY DEPARTMENT:
Trees were removed at the Town Hall. Clayton attended the Advocacy Day in Albany. They mentioned that $60 million in state aid could be possibly cut.

COUNCIL REPORTS:
Councilman Smith reported that he attended the Planning Board Meeting and that the Broadway Group (Dollar General) was a no show once again. The Solar Project was approved. March 21st is the next meeting.

Councilman Spellicy reported that he is about 75% done to prepare a proposal to put out an RFP. He is still waiting on more information.

OLD BUSINESS:
Computers and equipment were received. Anatoli has started sorting through equipment and making a plan to install.

Paperwork is at the Town Attorney’s Office for the Water Extension.

Permissive Referendum for the Verizon Cell Tower ended February 19 and no letters or phone calls were received at the Clerk’s office. A motion was made by Councilman Spellicy to execute the Lease Agreement to move forward and meet with Planning Board. Councilman Smith seconded.

NEW BUSINESS:
Codes requested to attend the NYSBOC training May 1st-3rd at a cost of $200. A motion was made by Councilman Spellicy and seconded by Councilman Smith for Codes to attend training.

PUBLIC COMMENTS/CONCERNS:
Mr. Mansfield asked who will be responsible for the digital sign data? Answer: The Board will decide and Clerk can enter the information.

Mr. Piper thanked the Highway for doing a wonderful job at removing the trees. Also, he stated that the zoning law states that a cell tower is not allowed on the property behind the Town Hall. Answer: The Board will follow all steps that involve the Planning Board and Zone Board of Appeals.

Mr. Corey asked if there are any limitations on the height of the tower and are there any radiation concerns. Answer: It will be a 125 ft monopole. The Planning Board will look into the radiation concerns.

Dr. Link voiced her objection to the digital sign by going over points in the comprehensive plan that pointed out, distraction to drivers, environmental concerns, rural character issues, keeping a well-maintained scenic environment, limiting visual pollution and killing fish in Oneida Lake.

Mr. Mansfield asked if there will be a public hearing on the digital sign. Answer: No

Mr. Piper asked if the sign will be on Town Property or the DOT Highway right of way: Answer: Town will hire a respected Sign Company that will obey all zoning laws and codes.

Mr. Shaughnessy stated that the Planning Board will look into the codes and zoning.

Chief Roberts asked if speed limit signs are portable and can they be moved to other areas. Answer: Yes

Resident asked why the Town Hall lights are not working. Answer: We will be contacting an electrician.

Ms. Rozanskie stated that there has been people dumping trash at Lake Shore Drive and can someone please look into this. Answer: We will have someone check it out.

EXECUTIVE SESSION:
A motion was made by Councilman Spellicy to enter into Executive Session for Contract Litigation and seconded by Councilman Smith at 7:52 pm.

A motion was made by Supervisor Davis and seconded by Councilman Smith to come out of Executive Session at 8:14 pm.

Supervisor Davis called to end the Board Meeting at 8:16, seconded by Councilman Spellicy and all were in favor.
