Town Board Special Meeting Minutes

April 23, 2025

 

ATTENDANCE:

Supervisor Michael Davis

Councilwoman Mary Beth McEwen

Councilman Darrin Smith

Councilman Jason Spellicy

Councilman Jason Lamb

CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:02 pm. Followed by the Pledge of Allegiance.

 

 

BAR MEMBER APPOINMENTS:

Supervisor Davis turned the meeting over to Phil Amway, Assessor, to explain why we need to appoint two BAR members. Phil explained that Calvin Collins passed away on April 6, 2025 reducing the BAR members to 2. Also, Jack Cook wishes to resign his membership in 2025. If we do not appoint members, then the County would take over the BAR hearing on May 27th. The BAR training is scheduled for tomorrow, April 24, 2025. Two Residents applied for the positions. William Wolff and Andrew Stinson. Phil explained that William Wolff would complete Calvin Collins’ term expiring on 9/30/27 and will be a voting member. Andrew Stinson will complete the remainder of Jack Cook’s term after he retires. Andrew will sit on the BAR as a non-voting member for the experience while Jack is still a member. The cost of having an extra BAR member to train is $270.00, which Phil can take out of his budget A1355.41, BAR contractual. The two candidates would be reimbursed for mileage to the training and back.

Phil will not have input on the appointment because he is the Assessor, but Jack Cook, BAR member highly recommends the both of them, they are highly outstanding residents.

 

All Board Members individually thanked Phil Amway and Jack Cook for their service and thanked the applicants for stepping up to serve on the BAR. Councilwoman McEwen said that both applications looked very impressive.

 

VOTING:

 

Supervisor Davis made a motion to appoint William Wolff for the remainder of Calvin Collins term expiring on 9/30/27. Councilman Spellicy seconded the motion.

Supervisor Davis made a motion to appoint Andrew Stinson to take over after Jack Cook resigns and finish out his term expiring on 9/30/28. Councilman Lamb seconded the motion.

Phil Amway will help Jack Cook with his resignation letter to be turned in for July Board meeting.

 

 

REMINDERS:

Supervisor Davis reminded the Board members that there is an email packet from Evan Rossi about Preston Hill and to review it before next meeting. Also, D’Arcangelo audit for 2023 packets need to be reviewed and we will have an executive session at 6:30 before the Board meeting on May 7, 2025 to go over the packet. No action will be taken at this time because we just finished up the audit for 2024 and would like to compare both before deciding if any changes in procedures need to be made.

 

Councilman Spellicy reminded everyone that the cover page of the audit specifies that this audit is not meant for public knowledge, it is only for management of the Town to review procedures.

ADJOURNMENT:

Councilman Spellicy made a motion to adjourn the meeting at 7:18 pm and Councilman Lamb seconded and all were in favor.
