CALL TO ORDER:
Supervisor Davis called the meeting to order at 7:00 pm, followed by the Pledge of Allegiance.
NOCCOG:
John Healt reported that April 23, there will be an online workshop with the NYS Department of Transportation on a Federal Aid Project. NOCCOG Scholarship program is continuing in 2024. GPS Mapping Services are offered to the municipalities of NOCCOG at no charge. Cornell Local Roads Program has ongoing free Foundational Webinars focused on the important principles of local highway operations and management. Tug Hill Commission welcomes new Board Member Robert Keller. April 11, is the final webinar on winter wildlife.

A motion was made by Councilman Smith to approve the March 6, 2024 Minutes and seconded by Councilman Spellicy.

AUDITED VOUCHERS:
A motion was made by Councilwomen McEwen and seconded by Councilman Lamb to approve the vouchers to be paid totaling $169,007.97

SUPERVISOR’S REPORT:
Supervisor’s Report is filed in the Town Clerk’s office and will be posted on the Website.
TOWN CLERK’S REPORT:
Clerk read the report and updated everyone on the taxes collected and remaining taxes to be turned over to Utica.
A motion was made by Councilman Smith to approve the Town Clerk’s Report and seconded by Councilman Spellicy.
ASSESSOR’S REPORT:
Assessor’s Report was filed in the Clerk’s office and will be posted on Website.
CODE’S REPORT:
None filed
HIGHWAY DEPARTMENT:
Town has been working on cleaning up the roads from winter.
Clayton presented the Agreement to Spend Town Highway Funds to be approved by the Board.
Councilman Spellicy made a motion to approve the Agreement and Councilman Smith seconded the motion.

COUNCIL REPORTS:
Councilman Smith reported that he attended the Planning Board Meeting and their next meeting is on April 18. There will be a Memorial Day Parade meeting on April 15 at 7:00 pm at the Town Hall.
Councilman Spellicy reported that he would like to advertise for bids (RFP) on the Town Hall sign to have more options and prices before moving forward.
A motion was made by Councilwoman McEwen to approve the RFP and Councilman Lamb seconded the motion.

OLD BUSINESS:
IT: New phones have been installed and working, all the lines have been installed, and computers still need to be installed.
Water Extension: Engineer Report is at the Attorney’s office to have missing information corrected. Reminded everyone of the change of Voting, which is now at the Methodist Church on Rt. 49.
Web Site: Still on Hold
NEW BUSINESS:
Codes office is requesting a new desk.
A motion was made by Supervisor Davis to approve spending up to $425 and Councilman Spellicy seconded the motion.
All the lights are now fixed at the Town Hall as of 3/18/24.
The Fire Alarm System will need upgraded. The upgrade will cost $400 and ARPA money will be used to cover expense.
A Motion was made by Councilman Smith to approve upgrade and seconded by Councilman Lamb.

PUBLIC COMMENTS/CONCERNS:
Rick Lumb spoke about the concerns of loud noise from a neighbor’s house and asked for the Town to review the Local Noise Law and the wording. He as previously contacted Codes and the Oneida County Sherrif’s Department. Mr. Lumb was directed to contact the Planning Board Secretary.
Dr. Link voiced her opinion about the Digital Sign and the energy costs, spending ARPA money, effects of lighting, more efficient ways of communication, and using the money on Broad Band instead. Supervisor Davis asked Dr.
Link to wait until we get some more information on what kinds of signs are out there and then look into the effects on those particular signs.
Richard Mansfield suggested on looking into solar power for the sign and that there are grants available for solar power. Supervisor Davis asked Councilwoman McEwen to look into the grants available.
Vienna Fire Chief Roberts asked when we would be painting the lines in parking lot. Answer was after the snow is done falling.
Town Clerk, Carol Huber asked if the Board would consider raising the salary of the Clerk. Supervisor Davis asked that they have some time to discuss and look at the Budget and contact the Town Attorney for guidance.
EXECUTIVE SESSION:
A motion was made by Supervisor Davis to enter into Executive Session for Contract Litigation and seconded by Councilman Spellicy at 7:49 pm.
