TOWN OF VIENNA TOWN MEETING MINUTES

April 5, 2023

PRESENT:   Supervisor Michael M. Davis Sr., Councilwoman Gail Whitham, Councilman Darrin Smith , Councilman Jason C. Lamb, Councilman Jason Spellicy, Highway Superintendent Clayton Conover, Jr. , Deputy Town Clerk Kathy Pavelock

CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00PM. Pledge of Allegiance.

NORTHERN ONEIDA CO. COUNCIL OF GOVERNMENTS (NOCCOG): Joe Rowlands

The NYS Town Clerks Association will hold their 41st convention in Syracuse April 23-26, 2023. Registration is open until April 15 for all town clerks and deputy town clerks. Highway training is scheduled for June 5-7, in Ithaca. Registration ends on May 19, 2023. The town finance school will be held in May. Additional information is available in the monthly NOCCOG announcements.

COUNTY LEGISLATOR: NORM LEACH

Norm Leach was unable to attend this meeting due to a conflict. Please contact him with any questions.

DEPARTMENT REPORTS:

  • The Supervisors Report for the month of March is complete and in the clerk’s
  • Deputy Town Clerk Pavelock read the March Town Clerk’s Report for the month of March. A motion was entertained by Councilman Spellicy and seconded by Councilman Lamb to approve the March Town Clerk’s Report. Motion carried.

  • All other department reports are on file in the Town Clerk’s
  • Supervisor Davis reported that Councilman Smith and Councilwoman Whitham have volunteered to work with General Clerk Patti Cook to organize the Memorial Day
  • Highway Superintendent Clayton Conover provided a verbal report stating that the department has been working on brush cleanup. The department submitted a check to the supervisor for $484.74 from recycling

  • Councilman Smith reported that plans for the Memorial Day parade on May 29, 2023 at 9am are going
  • Supervisor Davis announced that there will be training for the new AED devices. One will be at the Highway garage on April 13, 2023 and the other will be at the Town Hall on April 20, 2023 from 11am to 3 pm. The public may attend training after all town employees are Contact Supervisor Davis if interested. Supervisor Davis answered a question related to AED alarms. There is a local alarm on the AED cabinets.
  • Councilman Spellicy reported that he will begin work on updating the employee handbook in consultation with the town human resources

UNFINISHED BUSINESS:

  • Broadband: Supervisor Davis reported that there are no definitive plans yet. Oneida County is currently working on requests for proposals. The contracts to be awarded will span two years. Supervisor Davis will meet with Oneida County Planning within the next couple of
  • Town Website Upgrade and IT Support: Supervisor Davis reported that Russ Johnson is assisting with requests for proposals. The Supervisor is hoping that there will be proposals to review in
  • Water District Income Survey: Supervisor Davis reported that he executed the contract for the Water District Income Survey. The Assessment Department provided names and addresses for a letter sent out to applicable residents. The contracted survey company located in Williamstown, NY will wait two weeks before following up with those residents who have not yet
  • Town Hall Security – Supervisor Davis reported that Matt Mallory has interviewed six (6) individuals as potential constable candidates. He is recommending that Hannah Hart and Joe Fennel be sent to Constable

Supervisor Davis made a motion, seconded by Councilman Lamb to accept the recommendation of Matt Mallory to send Hannah Hart and Joe Fennel to Constable Training. Motion carried. Voting Record:

NEW BUSINESS:

  • Time-Out Family Campground/OCWA: OCWA contacted the Time- Out Family Campground owner, Derrick Buell regarding an existing water line. OCWA proposed that Mr. Buell take over the maintenance of the water line. Mr. Buell is willing to take responsibility for this water line that crosses into his property. However, the town owns the water line as part of the North Bay Water District. By consensus, the Town Council would like to have the lease agreement between the North Bay Water District and OCWA reviewed by the Town Attorney along with the possible changes requested. Supervisor Davis will contact the Town Attorney tomorrow on this

Mable Smith asked to speak at this time. She and the neighbors of Time-Out Family Campground are pleased with the campground owners. Supervisor Davis thanked Ms. Smith for her positive comment.

  • Sylvan Beach Gazebo: Supervisor Davis reported he received a letter from Sylvan Beach Mayor Sullivan. The letter explained that there are $200,000 worth of repairs needed for the Gazebo/Bandstand. Supervisor Davis explained to Mayor Sullivan that there is nothing in the 2023 Budget but this could be considered for the 2024 Budget later this year. Supervisor Davis brought this up for the council to begin discussions. The council should send questions and their thoughts to the

Mike Piper stated he believes the village is looking for grants to help fund the upgrades.

PUBLIC COMMENTS.

  • Mike Piper: The Ash trees in front of the town hall need to be removed. Highway Superintendent Conover will investigate.
  • Mike Davis: He would like to replace the current town sign with a digital sign. There is electricity to the current sign.
  • Mike Piper: He is happy to see the action taken on the AED devices.
  • Clayton Conover: Asked about AED maintenance. Supervisor Davis stated there is a monthly self-check. The training will include AED
  • Mike Piper: Due to a funeral on April 7, he is unable to attend the Local Government Conference. He would like to reimburse the town for the registration fee. The Town Council agreed that it does not expect reimbursement since he is performing a service for the
  • Mike Piper: Asked if there is a bid out for installing the new lights at the highway garage. Highway Superintendent Conover stated he will be asking for bids soon. As usual, Highway Superintendent Conover may contact potential contractors and present the quotes to the town

The next regular town meeting will be held on May 3, 2023.

A motion to adjourn was made by Councilman Spellicy and seconded by Councilman Lamb. All in favor. Motion carried at 7:51pm.
