TOWN OF VIENNA TOWN MEETING MINUTES

June 7th 2023

PRESENT: Town Clerk Beth Bunce, Supervisor Mike Davis, Councilman Darrin Smith, Councilwoman Gail Whitham, Councilman Jason Spellicy, Councilman Jason Lamb

CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00PM. Pledge of Allegiance.

NOCCOG: Lisa Bellinger

Tug Hill Commission has obtained a metro count roadside unit so traffic data can be collected. This can be requested to borrow by any municipality in the Tug Hill Commission parameters.

The Cornell Local Roads Program is doing webinars through the month of June. They are on Tuesday mornings and the topics are asset management, estimating and understanding the cost of highway projects, complete strengths of ADA, and guide rails.

The New York State Consolidated Funding Application is open and accepting applications through June to the end of July. There will be ten or twelve different opportunities for grants.

The quarterly NOCCOG Executive meeting is going to be on June 15th at the Town of Trenton Municipal Offices.

A wastewater collections system webinar will be held on June 13th. This will provide interesting information.

COUNTY LEGISLATOR: Norman Leach, Sr.

A motion was entertained by Councilman Spellicy and seconded by Councilman Lamb to approve the minutes of the April 19th meeting. Motion carried.

A motion was entertained by Councilwoman Whitham and seconded by Councilman Smith to approve the minutes of the May 3rd meeting. Motion carried.

AUDITED VOUCHERS:

A motion was entertained by Councilman Lamb and seconded by Councilman Spellicy to approve the audited vouchers beginning with the voucher number #221 thru voucher #270 in the amount of $276,375.38. Motion carried.

SUPERVISOR’S REPORT:

The Supervisor’s report for the month of May is done and in the Town Clerk’s

office.

ALL OTHER OFFICE MONTHLY REPORTS:

All other department reports are in the Town Clerk’s office as well as online.

TOWN CLERK’S REPORT:

The Town Clerk read her report for the month of May.

A motion was entertained by Councilman Lamb and seconded by Councilman Smith to accept the May 2023 Town Clerk’s report. Motion carried.

HIGHWAY:

The highway garage workers started mowing the roadside.

Clayton did speak to Jacob at the State DLT in regards to Lake Shore about the pavement markings and there was a work order put in.

The speed humps will be put in next week Tuesday

Clayton received the ditching and mowing agreement from the County. The County will pay $13,600 not to exceed that amount for ditching. This turns out to be

$715.79 per mile from the County and the cost for the Town would be $288.36 per mile. The cost limit for the mowing from the County would be $8041. This turns out to be

$425 per mile for the County and the cost for the Town would be $236.77 per mile. It is estimated to be a total of 15 days, mowing twice, at eight hour days.

7:10PM – Public Hearing

The Town Clerk wrote separate minutes on the public hearing and will be posting them online as well.

Council Reports:

Supervisor Davis – Received a letter of resignation for Patti Cook as her last day being June 30th.

A motion was entertained by Councilwoman Whitham and seconded by Councilman Smith to accept Patti Cook’s letter of resignation. Motion Carried.

The data from the radar signs shows that most speeders are coming from North Bay heading to Sylvan Beach. The highest percentage of vehicles from North Bay to Sylvan Beach is 25 mph to 30 mph. The highest percentage of vehicles from Sylvan Beach to North Bay is the speed limit. A speed hump will be put at each radar sign, one towards 13, and one towards East Lake Road.

Councilman Smith – The Memorial Day Parade had a great turnout. Received a letter about the dog warden and it stated he was great.

Old Business:

Website / I.T. – Russ Johnson has been responding until we find some. A bid was put out for I.T. and the Website. We received one response from I.T. but at this point the search is still going on. There were three responses for the web page. The first one was out of Michigan, the second one was Revize for $8,000, the last one was from Roy Rehill for $8000 as well. Two favorites were Roy Rehill and Revize. Mr. Rehill was unique by offering the announcements are on an automatic time out if passed the day they happened. His annual cost was half of what it would be with Revize. He will be able to come and teach one person in the office to use the website as well as he can post things. Roy will perfect the website before he takes payment.

New Business:

Outdoor Lighting – Martha Link stated that she has concerns about the outdoor lighting at the Highway Garage. These concerns are the design of the light, the model having such a high calvin rating, and that the light is too bright.

Phil Amway Pilot Info – Phil Amway stated that counties, cities, towns, and villages may opt out of the exemption by adoption of a local law and / or enter a pilot agreement with the power generation developer and / or take no action and allow the 15 year exemption. He recommends establishing a local law to opt out of the exemption and to pursue the PILOT agreement through Oneida County IDA. The benefits this will provide are to maximize the town flexibility for future solar installations, host community payments in addition to PILOT payments, includes the tangible benefit of addressing decommissioning costs, PILOT payments result in a high percentage of tax revenue recapture, and PILOT agreements address the entire project economic life cycle.

A motion was entertained by Councilman Lamb and seconded by Councilman Smith to have a public hearing, July 5th, 2023 at 7:10, to pass a Local Law to opt out. Motion carried.

Public Comments:

Mike Piper – Was wondering if the Highway Superintendent had a tentative date for Lake Shore restorations?

Answer: Clayton stated that there was no tentative date at the moment.

Mr. Carpenter – Stated that it was with regret that Patti Cook retired. He also stated that light pollution has been a concern for West Lake Street because the overhead lights are not the correct lights.

EXECUTIVE SESSION:

Supervisor Davis stated an executive session will not be necessary.
