CALL TO ORDER:
Deputy Supervisor Spellicy called the meeting to order at 5:05 pm. Followed by the Pledge of Allegiance.
Deputy Supervisor Jason Spellicy explained this hearing is to be able to apply for a Community Development Block Grant for up to two million dollars. We have currently zero dollars this fiscal year. Any funds received through the grant will be used for the New Far East Water District. The project should start in 2026.

Deputy Supervisor Jason Spellicy made a motion to open the Public Hearing at 5:06 pm and Councilman Lamb seconded the Motion.

PUBLIC CONCERNS AND COMMENTS:
Richard Mansfield: Who is preparing the paperwork?
Answer: The Town Attorney has been going over all documents. Grant Writer, Deputy Spellicy and Town Clerk Huber have been emailing back and forth.
Mike Piper: The Grant Writer, is that a paid position? Is the money being spent approved by Board Resolution? Is there currently a line item in the budget? Has a capital account been established yet?
Answer: They are working through BCA, and we will have to look at the bills we incur with the water district related expenses and the Town will get paid back by the Water district. Expenses will be put on the tax bill as a line item. The original Grant was approved in 2024 for 5 million dollars, this is and additional Grant. There will be a line item in next years budget not on the current budget. The account will be set up ahead of the project to be able to pay bills.
Councilman Lamb made a motion to close the Public Hearing at 5:09 and seconded by Councilman Smith.

RESOLUTION 30 -APPOINTING A FAIR HOUSING OFFICER
RESOLUTION NO. 30 of 2025
RESOLUTION TO APPOINT A FAIR HOUSING OFFICER
OF THE TOWN OF VIENNA
WHEREAS, the TOWN OF VIENNA has a need for a Town of Vienna Fair Housing Officer for all community programs in order to carry out all local town obligations relating to Fair Housing opportunities;
NOW, THEREFORE, BE IT RESOLVED, that the Vienna Town Board hereby appoints
Councilman Darrin Smith as Fair Housing Officer for the Town of Vienna.
On Motion made by Councilwoman Mary Beth McEwen and seconded by Councilman Lamb, the question of the foregoing Resolution was duly put to a vote on roll call, which resulted as follows:

OLD BUSINESS:
Handbook:
Councilwoman McEwen contacted HRI and they will look over the Handbook and make any updates. They need to get the number of employees and give us a quote on their fees. Mary Beth and Carol Huber will be the contact points for this project.
NEW BUSINESS:
Sylvan Beach Youthful Seniors funding for Senior Picnic:
Councilman Smith will be the contact for the Youthful Seniors. Councilman Smith made a motion to make a voucher for $300 for the senior picnic on August 20th at the North Bay Fireman’s Field. This will not be an additional amount of money from the budget. Deputy Supervisor Spellicy seconded the motion.

Grinder Pumps & Inventory:
Clayton Wilson had used the last pump in the shed and Jason Spellicy ordered 2 more pumps and controls which were delivered and placed in the shed. The new contact person for the grinder pumps is Nick. We will need Clayton Wilson to look into the pump situation with the new Dollar General and possibly need to order more.
Drive 7 Easement Update:
Two property owners need to replace culvert pipe and the Town needs and easement from property owners to be able to repair pipe. Highway Superintendent met with DEC and they are good to go. An email was sent to Evan Rossi for advice on the Easement.
Board Responsibilities:
Agenda information needs to be in by Thursday before the meetings so they can be emailed to Council Members.
Decommission Bond information came back and is on file in Clerk’s Office.
The first extension for the Town Court Diversion Program was filed.
The Final version of the Town Audit is ready and will be sent to the Town. No changes were made.
Orrin MacMurray and Jason Spellicy discussed the Zoning Law updates and they would like 30 minutes before each meeting to give an update on the progress of the Zoning Law updates. Next meeting will start at 6:30 pm.
Comprehensive Plan will be put on hold for now because of more pressing issues. No other Towns have updated their plans every 3 years.
Planning Board has one vacancy open and Councilman Smith made a motion to advertise for the position seconded by Councilman Lamb.

Kathy Davis wishes to resign her position at the end of her term, which is this year. We will need to advertise closer the end of the year so as to not be short starting in 2026.
In regards to Mike Davis passing away, Jason Spellicy reached out to the Association of Towns for advice, moving forward. The Town has a choice on filling the vacancy of Supervisor or not. State Comptroller’s opinion on a Deputy Supervisor serving long term, should receive the Supervisor’s salary. All the Board Members agree that the Deputy Supervisor should receive the Supervisor Salary, but refrain from the Councilman and Deputy Supervisor Salary which will be put on hold.
Councilman Smith made a motion to pay the Deputy Supervisor the remaining 2025 Supervisor Salary and Councilman Lamb seconded the motion.

Deputy Supervisor Spellicy asked to turn in hours worked from the beginning of the year for Deputy Supervisor responsibilities to the Bookkeeper. All Council Members looked over the allotted hours. Councilman Smith made a motion for Jason Spellicy to be paid for the hours requested and Councilwoman McEwen seconded the motion.

.GOV WEBSITE:
Web Master Roy Reehil and BondarTech have been contacted to look into changing to the .gov that is required by the State by the end of the year.
Old Preston Hill Road:
No updates on the decision from the County yet.
Highway Garage Cleaner:
The Highway Garage was asking for a cleaning person for one hour per week. The current Town Hall Cleaner wishes not to take on the Highway Garage at this time. The Board does not feel that advertising would attract anyone for one hour per week. At this time nothing will change.
PUBLIC CONCERNS OR COMMENTS:
Mike Piper had questions on who pays for what when a resident is hooking up to the sewer district. And is there any updates on the speed limit on State Rt 49. Deputy Supervisor Jason Spellicy will look up the formation documents to find the answer. Mary Beth McEwen will contact DOT, but we should wait until the New Dollar General is running to get a better picture of the traffic patterns.

Councilman Lamb made a motion to adjourn the meeting at 6:00 pm and Councilman Smith seconded and all were in favor.
