CALL TO ORDER:
Supervisor Davis called the meeting to order at 7:00PM. Pledge of Allegiance.
NORTHERN ONEIDA CO. COUNCIL OF GOVERNMENTS (NOCCOG): Lisa
Bellinger
Lisa provided several announcements and reminders regarding the following:
- Laire Pietre will be holding a repeat session of Highway Budget Workshop being held at the Trenton Town Hall, Barneveld from 6:30pm to 8:00pm.
- The NY Town Clerk Association will be holding a regional training meeting on September 18th from 9:00am to noon, held in Buffalo, NY. Fee is $40.00 and lunch is included. Must register by September 1st.
- NOCCOG GPS Services still available if
- Waste Water Systems will be holding a 1-hour Webinar on August 15th, held at the Environmental Finance Center. Registration information can be found on the
COUNTY LEGISLATOR: NORM LEACH
- Winn Hospital Ribbon Cutting will be on October 15th, and they will be operational by the October 29
- Released an RFP for the repurposing of the St. Lukes facility.
- The County sold to the Village of Camden a 2021 snow plow, sold for what we had paid for
- The Sheriff’s department purchased 2 Thermal Drones; currently they have fleet of 8 to 10 now for the purpose night
- Turning Stone Casino announced they are renaming the Casino to Turning Stone Enterprises. Their plans include the addition to the Conference Center, Wedding Venue, a Well-Care center for employees and other emergencies, hotel center, restaurant and other
Responses TO Public Questions:
- County Official Visits are usually on short notices due to possible cancelations in the last minute, or flight delays or their schedule
- Supervisor Davis stated the Sherriff’s department works with the Fire Departments if
- Supervisor Davis announced that Governor Hochul received a $516 million grant of which the Town of Vienna and Rome has been awarded $2.574 million for the Oswego Road Bridge Municipals must pay 5% of the project with the Town and Rome splitting the cost at 2.5% each. Oneida County Engineering Services has offered their project management services at no cost.

APPROVAL OF VOUCHERS:
A motion was entertained by Councilman Jason Spellicy and seconded by Councilman Darrin Smith to approve the audited vouchers beginning with the voucher number #315 thru voucher #347 in the amount of $122,044.41. Motion carried.

- Advertise for sealed bids of 6,000 yards of sand for this coming winter. Bids due by 3:00pm on
September 6,2023 and bid opening September 6th, 2023 @7:00pm meeting.
HIGHWAY BIDS FOR TREE REMOVAL SERVICE:
Town Council opened bids received from
- Leggett Tree Service $10,000
- Rick Turk Service $14,000
- Helmer’s Complete Tree Service $8,150.

COUNCIL REPORTS:
Councilman Darrin Smith reported that the Farmers Market by the Town Barn is doing well. Also, reported that the Rabies Clinic had a good turnout. Talked with Chris Burch from Oneida County regarding McClanathan Ave repaving he said the survey was done and has scheduled repaving next for year. Also, asked him about doing a four way stop survey of Vienna Rd and Haskins Rd… intersection, County Roads 50A and 54A. He said he would look into it.
Copier:
Supervisor Davis stated that the current copier has become problematic and that it is a 2014 Machine. Current trade in value is $5,500. We can get a new version of the same copier for
$4,795.87 with the trade of the old. Maintenance purchase for parts, toner, drum was .0087 cent a page.
A motion was entertained by Councilman Jason Spellicy and seconded by Councilman Darin Smith to purchase a new Kyocera Copier TA4004i MFP for $4,795.87 with trade. Motion carried.

OLD BUSDINESS:
Speed bumps/Radar Signs:
Supervisor Davis – reported the average speed MPH from North Bay to Sylvan Beach is 25.3MPH. From Sylvan Beach to North Bay average speed is 25MPH. Residents want speed bumps and radar signs to reduce speed reduction. Submitted last month data to the State Police and Sheriffs have little time and manpower to address the speeding issues. A recommendation from a resident to look into a Metro Counter would be useful in collecting the data. Supervisor Davis thought this was a good idea and will follow up on it.
BROADBAND:
Supervisor Mike Davis received a call from Adirondack Tech about Broadband. They discussed possibly adding Elpis Road east from Preston Hill Road. That section wasn’t included in the original bid. For less than $100,000 we may be able to pick up that 2.5- mile section of Elpis Road. Supervisor Davis said he would be talking to the county regarding the Elpis Road section.
Adirondack Tech can’t do the remote areas. We will be looking into other options for very remote people. Adirondack Tech did meet with Clayton to discuss right of ways.
New Business:
Oneida County Bridge Work Management
We were awarded the grant. We received a letter from Oneida County offering to manage funding and project management services at no cost. Recommend that we designate the County as project sponsor for Fish Creek Bridge.
Motion was entertained by Councilman Darrin Smith and seconded by Councilman Jason Spellicy to designate Oneida County to act a project sponsor for the Fish Creek Bridge project. Motion Carried.

Post Office
Supervisor Mike Davis will contact an engineer requesting an assessment of the asbestos condition. Was granted an extension on the work dates until the assessment is completed.
Plumbing Work
Water leak for 2nd time, air bleed off value burst. We received
$15,000 insurance claim for rerouting value. Bid proposal for repair is estimated at $1,050 from Breath Easy.
Motion was entertained by Councilman Darrin Smith and seconded by Councilman Jason Spellicy to have Breath Easy do the repair at an estimated cost of $1,050 and to use the insurance monies for it. Motion carried.

Court:
The Town Court is required to have a topological diagram computer network serving on the court computers. Supervisor Mike Davis updated Board members as to why the court needs this. At this point it is mandatory. A quote for completing from CNY Telecom came in at $140 an hour. Should take 2-3 hrs.
A motion was entertained by Supervisor Davis seconded by Councilman Darrin Smith to have CNY Telecom make a topological diagram of our phone system.at a rate of $140 per hr. at the maximum of 3hrs Motion carried.

Council Report:
Councilman Spellicy reported that he and the Codes Officer Reay Walker have been working with DEC and FEMA going over changes in DEC Codes. They discussed issues and are looking forward to a visit from both DEC and FEMA.
Supervisor Davis stated the Court Clerk has put in for a Judicial Grant to freshen the Court Office and Court Room.

A motion was entertained by Supervisor Mike Davis and seconded by Councilman Jason Spellicy to enter executive session at 8:18p.m. for personnel matters. Motion Carried.

Supervisor Davis made a motion to hire David Carpenter as Codes Officer Trainee effective August 2, 2023 @ $22 an hour. Seconded by Councilman Spellicy. Motioned carried. Voting Record:
