CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:02 pm, followed by the Pledge of Allegiance.

 

NOCCOG:

Joe Rowlands talked about the following; Town Budget Workshops with Laird Petrie, August 7th, in Altmar and August 29th in Boonville. The NYS Office of Community Renewal is currently accepting applications to its Vacant Property Clearance Program. Gravel and Base Materials Webinar, August 13. Introduction to Governmental Accounting online session September 5 & 6 and November 20 & 21. Accounting Principles and procedures on line session October 8 & 9 and December 11 & 12 9:00 am to 3:00 pm each day. Real Property Tax Collection Webinar, August 22 at 10:30 am. Tug Hill Commission Annual Dinner, September 19, in Port Leyden. NOCCOG Annual Fall Dinner Meeting, October 17, at the Woods Valley Ski Area.

 

NORMAN LEACH:

Mr. Leach talked about the damage in Rome from the tornado and cost to rebuild some of the structures. He asked Supervisor Davis to discuss the proposed set back of 300 feet from the current 100ft from the DEC that would affect home owners. They will look into further. Mr. Leach will also look into a Bridge that the Town Garage is unsure of whether they are to take care of or the County.

 

Councilman Spellicy thanked the Highway for their clean up efforts with the latest storms that passed through. Residents voiced their opinions about the Town Hall and the Town Garage needing Generator backups.

A motion was made by Councilman Smith to approve the July 3, 2024 Minutes and seconded by Councilman Spellicy.

AUDITED VOUCHERS:

A motion was made by Councilman Lamb and seconded by Councilman Spellicy to approve Abstract 8 Vouchers to be paid for a total of $83,916.09

TOWN CLERK'S REPORT:

Town Clerk read her report. Monies received for the month totaled $2010.00.

 

A motion was made by Councilman Lamb to approve the Town Clerk's Report and seconded by Councilwoman McEwen.

ASSESSOR’S REPORT:

Assessor’s Report is filed in the Clerk’s office and will be posted on the Web Site.

 

CODE’S REPORT:

Codes Report is filed in the Clerk’s office and will be posted on the Web Site.

 

HIGHWAY DEPARTMENT:

Highway Supervisor Conover was absent and Supervisor Davis read his report.

Funding for the West Lake Street Bridge was turned down by the 2023 Bridge NY Program. The 5th speed hump was installed on Lake Shore Road. Cove Road is now 25mph. Stop bars have been installed on Lake Shore at Rt 13. The State Highway changed wording on electronic sign and added more signs in regards to the detour on Rt. 49. Helmers Tree Service completed taking down the trees. Would like to have permission from the Board to advertise for the Sand Bids in the Queen Central Newspaper.

 

A motion was made by Councilman Lamb and seconded by Councilman Smith to advertise for 2 weeks in the Newspaper for sealed bids pertaining to 3,000 yards of ice control material (sand). Specs will be in the Town Clerk’s Office.

COUNCIL REPORTS:

Councilwoman McEwen attended the Planning Board Meeting last week. They discussed reducing the speed limit at Y-Hill from Bucks & Bolts to the 40 mph speed zone in North Bay. Councilwoman McEwen called the DOT and they told her we need to vote on the changing the speed then fill out the proper forms and send to DOT so they can complete their process/study.

 

A motion made by Supervisor Davis to fill out form to have a speed study done from Bucks & Bolts to 40 mph speed zone on Rt 49 past Y Hill in North Bay.

Councilman Smith:

Old Homes Day is August 17. There will be a parade at 5:00 pm and fireworks at 9:30 pm. There will be 40 Vendors, food and a Corn Hole Tournament.

 

Councilman Spellicy:

There have been meetings with the Town of Verona about the Sewer Agreement. There will be a big expansion and repair work. There will be a large increase in the costs from Sylvan Beach. Contracts need to be looked at. Supervisor Davis has been asking for Annual meetings for at least 2.5 years with no response.

 

Councilman Lamb had nothing to report at this time.

 

Leona Woodcock reminded everyone about the Senior picnic on August 22 at 12:00 pm at the North Bay Firemans Pavilion. Anyone can bring a wrapped gift to be auctioned off.

 

OLD BUSINESS:

Water Extension: The necessary information was delivered for Ron Cole to complete exhibits A & B for the petition.

A question was asked if the petition will be completed this year and the project will be started next year. Supervisor Davis explained the process and stated it probably will not happen until 2025.

 

Cell Tower: No information has been given to the ZBA yet.

 

Highway Garage IT: As soon as the equipment comes in, they will get started.

 

NEW BUSINESS:

Post Office: Moisture is coming up through the Bathroom floor. If one tile comes up, it would cost at least $30,000 for an asbestos abatement. Lease is up for renewal next year. The agreement for the monthly rent is $589 which is to cover electric, heat, and repairs. The building is over 100 years old. Discussions need to happen with Post Office on the monthly rent verses the cost of maintaining the building. Holding off on signing contract until discussions happen and it will be up to the Post Office whether they can afford to stay in the building. If the Post Office does not exist anymore, residents can get their mail delivered to a mailbox.

 

Budget Meeting Dates: Ben Gasser will distribute paperwork to be filled out on Sept.1 and will be due back on Sept.20th. October 9 at 7:00 pm will be the first workshop, October 23 at 3:00 pm will be the second workshop. Legal Notices will be sent to Newspaper.

 

Planning Board: The Planning Board is recommending David Carpenter to be appointed to the Planning Board.

 

A motion was made by Councilman Smith to appoint David Carpenter as the new Planning Board Member and seconded it by Councilwoman McEwen.

PUBLIC COMMENTS/CONCERNS:

Richard Mansfield asked to read a letter he wrote to the Town Board concerning the Towns Emergency Preparedness & Evacuation Plans. Mr. Mansfield asked what protections are in place for those at risk requiring on going medical care. Can the Town provide information on the plans for the Town of Vienna, are there resources or guidelines available for the residents? How would residents obtain access to resources in time of need? The letter was filed with the Town Clerk. He also asked if we could dedicate a section of the web site for information on how to prepare for a disaster.

 

Councilman Spellicy explained that DEC & FEMA Representatives are coming to look over Vienna and he will talk with them about creating a Disaster Plan for the Town.

 

Supervisor Davis mentioned that County Emergency Management would help in a time of need and the local Fire Departments know their residents and conduct welfare checks. We have to look at how to get people the information before something happens. Discussions of generators for the Town Hall and Garage have already been happening.

 

Chief Roberts talked about how people go the the Vienna Church for shelter and they do not have generator back up either and could the Town help get something in place for them also.

 

Mike Piper talked about the reduction in the speed on Rt 49 and there have been a lot of close calls at the intersection of Rt 13 and Rt 49. He also mentioned that the Microphones are not working properly at the Planning Board Meetings. Supervisor Davis said he would train Kathy Pavelock on how to use the system. Mr. Piper also asked why the Planning Board Minutes are not being posted to the new website on time but are being posted to old web site. Town Clerk Carol Huber responded that Planning Board Secretary was asked to provide meeting minutes, but the Planning Board Secretary did not want to give them until they were approved by Board at the next meeting. Supervisor Davis asked that Planning Board please submit the minutes after meeting unapproved for people to be able to see what is going on with that committee. Mr. Piper also mentioned that the Town Hall boiler has outlived its useful life and need to look into getting a new one. Supervisor Davis said we have had no issues this past Winter, but we can get an inspection done before Winter.

Councilman Spellicy made a motion to end the Board Meeting at 8:15 pm, seconded by Councilman Lamb. All were in favor.
