CALL TO ORDER:

Deputy Supervisor Spellicy called the meeting to order at 7:00 pm. Followed by the Pledge of Allegiance.

 

NOCCOG: Lisa Bellinger

NOCCOG Annual Fall Dinner Meeting is October 23rd at Woods Valley Ski Area. Snow and Ice Control Webinar September 9th at 9:00 am with the Cornell Local Roads Program. Oneida County has grant monies for Youth Development Programs, Runaway and Homeless Youth Act, Youth Sports and Education Opportunity Funding, and Youth Team Sports. NYAOT 2025 Planning & Zoning School will be September 13th in Lake George. NOCCOG directors will meet September 18th at 2:00 pm at the Village of Camden Municipal Offices. NYSTCA will meet on September 22nd in Alexandria Bay for the fall Regional Education Session. Public Works Training School will be October 6th-8th in Lake George. NYS Tug Hill Commission will be October 9th at the Delta Lake Inn, Rome NY. Tug Hill Commission appointed a new Board Member, Fred Munk.

 

COUNTY LEGISLATURE: Norman Leach

The County approved a 65 million Dollar infrastructure for Chiboni. The Rabies Prevention initiative has been extended. The new County Attorney is Mary Angela Scholzo. Attended the ground breaking for the Cornell Cooperative Extension Oneida Sewer and Water.

A motion was made by Councilwoman McEwen and seconded by Councilman Smith to approve the August 6, 2025 Town Board Minutes.

AUDITED VOUCHERS:

A motion was made by Deputy Supervisor Spellicy and seconded by Councilman Smith to approve Abstract 09 of 2025 vouchers to be paid in the amount of $258,922.35

Discussed the Voucher 382 for 911 Generators. The generator for the Town Hall was installed close to the building per former Supervisor Davis, but 911 Generators installed the generator with the exhaust pointing towards the building allowing the exhaust to build up in the eves of the building causing an extremely high carbon monoxide reading over a weekend when the power was out. The building had to be shut down on a Monday for the day and the Fire Department was dispatched to clear out the building. The original bill sent from 911 Generators for coming back and moving the generator was extremely high and Deputy Supervisor Spellicy called and negotiated a new bill for half the price because of the situation that happened because of the improper install.

TOWN CLERK'S REPORT:

Town Clerk read her report. Monies received for the month totaled $2454.79.

A motion was made by Deputy Supervisor Spellicy and seconded by Councilwoman McEwen to approve the Town Clerk report.

ASSESSOR’S REPORT:

Assessor’s Report is filed in the Clerk’s office and will be posted on the Web Site.

 

CODE’S REPORT:

Codes Report is filed in the Clerk’s office and will be posted on Web Site. The building permit for the Solar Project was granted.

 

HIGHWAY DEPARTMENT: Superintendent Clayton Conover

The chips and sealant are done. The New Holland Tractor was received. Drive 7 project will begin on Monday the 8th. The Bid Trees are all down and cleaned up. Bids for Sand needs to be advertised.

 

After looking over the verbiage for the Notice to Bidders for sealed bids for sand, a motion was made by Councilman Smith to place the notice in the Queen Central and Deputy Supervisor seconded the motion.

The notice will be posted on the bulletin board and on the Town’s Web Site along with the specifications.

 

COUNCIL REPORTS:

Councilwoman McEwen:

A Resolution for the traffic study needs to be approved by the Board and returned to the DOT before they will open a study for the intersection of RT 49 and 13. The Town Clerk will need a copy of the Resolution to prepare and number to bring to the next Board Meeting. The Company who will look over the Handbook, sent a contract but no price quote, so this will be tabled again to the next meeting.

 

Councilman Smith:

The Planning Board will hold a meeting on 9/18, but someone else needs to attend because he is not available. The Senior Picnic was well attended. Mrs. Woodcock thanked everyone for their help. They are planning the Christmas Party and would like suggestions for getting more Seniors involved. The Farmers Market has had good turnouts this summer also.

 

Deputy Supervisor Spellicy:

Judge Coady would like to attend a training. Deputy Supervisor Spellicy made a motion to allow Judge Coady to attend the training and the Town will cover the expenses. Motion seconded by Councilman Smith.

The budget worksheets have been handed out. A new requirement for the Water District was received by email for a RFQ which needs to be placed in the Queen Central. A motion was made by Deputy Supervisor Spellicy to place the Notice in the paper and seconded by Councilman Smith.

The Oswego Road Bridge Project is within the time frame and still on budget. A resident requested permission to bow hunt on Town property on East Lake Street. The Town Attorney advised that this is not a good idea because of liability and it can’t be monitored. That resident was notified of decision. A resident also requested to purchase a piece of property owned by the Town, which is some of the old railroad bed. The time frame to purchase this has long passed and this property would be a right of way for any new sewer lines that could come through, the Town is not interested in selling this property. James Hite is now attending the academy and Matt Mallory would like Board approval for Dan Andrianos to work at the Town Hall as a Constable through Granby. Dan Andrianos was present and introduced himself to the Board. A motion was made by Councilman Smith to approve Dan Andrianos to serve as a Constable at the Town Hall and Councilwoman McEwen seconded the motion.

Youthful Seniors turned in a proposed budget request for the Budget meetings coming up. The new lease agreement with OCWA was discussed with the Town Attorney and was decided not to sign the new agreement when we still have an agreement that was signed in 2017 for 40 years. OCWA was made aware of the decision. Old Preston Hill Road was determined to be a qualified abandonment. Property owners have full access to properties but, they can’t block anyone from passing through.

 

OLD BUSINESS:

Handbook: Still waiting on a quote from the company from Syracuse.

 

50 Forward: Residency Forms have been updated and so far, have been working great. As of August, there have been 122 forms turned into 50 Forward. There are only 133 slots available.

 

Auto Damage Quote: 2 quotes were turned in. One from F-M Collision for $1164.88 and one from Caliber Collision for 2,013.56. A motion was made by Deputy Supervisor Spellicy to accept the $1164.88 quote and seconded by Councilman Smith.

NEW BUSINESS:

Budget Adjustments: Bookkeeper turned in some budget adjustments that needed done. Everyone looked over them and Deputy Supervisor Spellicy made a motion to accept the adjustments and seconded by Councilwoman McEwen.

Budget Workshops:

The Budget needs turned into Town Clerk by 9/30/25. The presentation to the Board will be on 10/01/2025. The first workshop will be held on 10/15/25 at 7:00 pm, the second workshop will be on 10/22/25 at 3:00 pm. The Public Hearing will be held on 11/5/2025 at 7:05 pm.

Fire District budgets need to be in to the Town Clerk by 11/7/2025.

 

Text.gov:

Jason and Carol had a zoom meeting with a representative from text.gov. There are a lot of possibilities with this program. Sending out mass text messages for emergencies, warnings or reminders of Board Meetings. Residents can text questions which answers are AI generated from our website and redirected if an answer can’t be found. The initial set up fee and first year costs are $7,800. It is a 3 year term. This includes 50,000 texts per year.

 

Mr. Mansfield asked about the AI generated answers and if it would redirect to an individual if needed. The answer was yes it would. The answers come from our website information.

 

Mr. Piper asked if Sylvan Beach was notified. The answer was no they were not. The program covers the Town of Vienna, which Sylvan Beach is included. The Town would not however pay for notification specific to the Village, they would have to get their own program. 50, 000 texts could be used up very quickly.

 

This comes down to $1.26 per parcel the Town would pay to have a way to notify residents of emergencies.

Councilman Smith asked to try and negotiate more texting for the cost. There is another meeting with them and then we can come back next month and make a decision.

 

PUBLIC CONCERNS/COMMENTS:

Phil Amway, Assessor- The property transfer with the railroad deeds, have a permanent 15 foot easement built into the deeds. We need to look into these deeds and have the information available.

 

Mr. Piper- 2003 is when the purchasing of railroad bed parcels started. There were 160 parcels purchased. The shed out back was organized very well, good job Matt and Carol. How is the Cell Tower out back coming along?

Jason Spellicy said it was moving at Verizon’s pace at this point.
