TOWN OF VIENNA TOWN MEETING MINUTES
July 5th 2023

CALL TO ORDER:
Supervisor Davis called the meeting to order at 7:00PM. Pledge of Allegiance.
NOCCOG – Lisa Bellinger
NOCCOG offered scholarships to the students within the school districts. There was a scholarship awarded to a student from Adirondack School, Camden School, and Remsen School. They each received a $500 reward.
Oneida County offers I.T. services to municipalities in the County. They offer a range of services.
The Tug Hill Commissions is expecting nominations for Tug Hill Sages. The program recognizes someone in the Tug Hill community that has made a significant impact. Applications will be accepted through August 15th and they will be announced in October.
There will be a Highway Department and Town Budget workshop offered on August 23rd in Barneveld.
Cornell Local Roads program is continuing to offer webinars.
COUNTY LEGISLATURE – Norman Leach, Sr.
The County Legislature was not present.
Approval of Minutes
A motion was entertained by Councilwoman Whitham and seconded by Councilman Smith to approve the minutes of the June 7th meeting. Motion carried.

APPROVAL OF VOUCHERS
A motion was entertained by Councilman Smith and seconded by Councilman Lamb to approve the audited vouchers beginning with the voucher number #271 thru voucher #314 in the amount of $222,834.78. Motion carried.

SUPERVISOR’S REPORT:
The Supervisor’s report for the month of June is done and in the Town Clerk’s
office.
ALL OTHER OFFICE MONTHLY REPORTS:
All other department reports are in the Town Clerk’s office as well as online.
TOWN CLERK’S REPORT:
The Town Clerk read her report for the month of May.

HIGHWAY:
Talked to the County on making the intersection between Higginsville Road and Vienna Road a four way stop.
Would like to advertise to have seven trees taken down. Two are on Lakeshore, one on River, one on Eckel, two on East Lake Street, and one on Powell Road. The Town Clerk will post a notice in the paper for potential bids.
A motion was entertained by Supervisor Davis and seconded by Councilman Lamb to put an ad in the paper for bids on the seven trees. Motion carried.

There is one more speed hump to be put in. More people are asking to get speed humps put in front of their house.
July 24th 5-6:30 there will be a rabies clinic at the highway garage.

The Town Clerk wrote separate minutes on the public hearing and will be posting them online as well.
COUNCIL REPORTS:
Supervisor Davis – None. Councilman Smith – None. Councilwoman Whitham – None. Councilman Spellicy – None.
Councilman Lamb – None.
OLD BUSINESS:
Broadband – Has not been signed yet due to waiting for a contract by the County. Various areas of our town were put out for bid. Adirondack Tech responded and
bid on three locations. These locations were Elpis Road between Preston Hill Road and Marsh Road, the entirety of Whiskey Island Road, and the entirety of Schwartz Road.
The bid was $226,000 and change and the County requested the town to put in 20% of this amount which comes to $44,000 and change. ARPA money will be used. 232 homes have no broadband and 100 homes will be covered after this project. The cost for internet strictly is $65 a month for the Town residents. This company has provided broadband for the entirety of Tupper Lake.
Water Expansion – The paperwork was completed and turned in. The median household income is $49,950 which is below the median average to get good grants and loans. They will send us a letter when they get responses.
Website – New domain for website will be townofviennany.org and now he is making a list of email addresses.
NEW BUSINESS:
There was no new business to be discussed this month.
PUBLIC COMMENTS:
Mike Piper – Wants the board to contact the County and the Village of Sylvan Beach to get them to repave McClanathan Ave
Mr. Carpenter – Thanks Clayton for looking into the intersection. Glad to see that the website name is townfviennany because there are six Town of Vienna’s in different states.
Resident – What are the Town Clerk’s hours?
Supervisor Davis – Monday through Friday 9 am – 3pm
Mrs. Carpenter – Wants the agenda to show the website at the top of the paper. Councilman Lamb – asked Town Clerk to put agenda on town letterhead
Phil Amway – Will the website change the emails?
Supervisor Davis – yes
EXECUTIVE SESSION:
A motion was entertained by Supervisor Davis and seconded by Councilman Lamb to enter executive session for personnel employment matter at 7:40p.m. Motion carried.

A motion was entertained by Supervisor Davis and seconded by Councilman Smith to hire David Carpenter for the position of Codes Enforcement Officer Trainee for 15 hours per week at $22 per hour. Motion carried.
