TOWN MEETING MINUTES
October 6, 2021

CALL TO ORDER:
Supervisor Graham called the meeting to order at 6:00PM. Pledge of Allegiance.
There was a meeting between the Town Board and the Planning Board with discussion of Manufacturing and Industrial and Campgrounds.
The Planning Board will not attend the November meeting but will resume at the December meeting at 6:00pm.
EXECUTIVE SESSION: Personnel Matters
A motion was entertained by Supervisor Graham and seconded by Councilman Davis to enter into executive session for personnel matters at 6:47pm. The Attorney (Evan Rossi) and the Codes Officer (Reay Walker) were asked to be in executive session. Motion carried.

CONSTABLE: MATT MALLORY
Matt Mallory is requesting that the Town of Vienna sponsor an academy. Matt announced he would like to hire on Bill and Ellis. They would both be able to help run the academy. Councilman Lamb asked how many other towns had been approached to run this academy. Mr. Mallory said Scruple has done a couple of academies in the past and he asked Granby about 4 years ago. Councilman Davis said so if a town wants to send someone they have to pay $1500.00. So how is that going to help the Town of Vienna? If other towns were paying to send the people to the academy they would expect them to service their township not ours. Mallory stated the two individuals that I want to hire on are already constables and they could start filling positions in Vienna immediately. Councilman Davis responded so this is an all or nothing proposition. Why can’t we just hire on the 2 individuals? Why would we need to sponsor the academy to hire the 2 individuals you are talking about? Mr. Mallory said you don’t have to but there is no guarantee they won’t work for other townships. There was much more discussion including discussion that involved the Town of Vienna Attorney and there was discussion about liability of the town if they sponsor the academy. The town attorney said the town has to pay as they have in the past for either constables or sheriffs to protect the courts so why would the town want to take on the liability that would come with sponsoring an academy? Mr. Mallory stated that there has never been a shift that has not been covered with a constable in the Town of Vienna. There was more discussion between board members and Mr. Mallory.
No decision was made by the board on this matter.

COUNTY LEGISLATOR: NORM LEACH
Norm was not present.
APPROVAL OF MINUTES:
A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to approve the minutes of the September 1st meeting. Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to approve the audited vouchers beginning with voucher #363 thru voucher #400 in the amount of $175,286.25. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of August is done and in the clerk’s office.
All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.
TOWN CLERK’S REPORT:
The Clerk read her report for the month of September.

HIGHWAY:
The Superintendent discussed the repairs on Old Rt. 49. They are 80% complete and he would like to thank the North Bay Fire Department for the use of their Jon boat. Clayton has finished his interviews and would like the town board to appoint Latitisha Foster as his highway clerk.
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to appoint Latitisha Foster to the open position as clerk to the highway department. Motion carried

FIOS:
Mr. Chad Ash from Swartz Rd. is requesting the town look into Verizon Fios for Swartz Rd as there is no internet and they just went past that road with Fios.
ASSESSMENT CLERK:
A motion was entertained by Supervisor Graham and seconded by Councilman Davis to hire Patti Cook as the clerk to the Assessment Department at $20.00 per hour up to 15hours per week. Motion carried.

PUBLIC HEARING: 2022 BUDGET
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to set the 2022 budget hearing for Wednesday November 3rd at 7:10pm. Motion carried.

USE OF TOWN HALL:
Mike Piper asked if the Town Hall could be used for a debate between candidates. It was discussed that it had been done in the past so it should not be an issue provided protocol for use of the hall was followed (contact the Town Clerk for scheduling of the town hall). There was discussion and everyone was told that this would revolve around the availability of the Town Hall. If anyone is interested in trying to get this set up they would need to contact the Town Clerk as soon as possible to see what the availability of the Town Hall would be.
