TOWN OF VIENNA
Public Hearing
November 10, 2022

 PRESENT:   Supervisor Michael M. Davis Sr., Councilman Jason Spellicy, Councilwoman Wendy Herbst, Councilwoman Gail Whitham, Councilman Jason Lamb

CALL TO ORDER:

Supervisor Davis called the meeting to order at 5:00PM.  Pledge of Allegiance.

Budget Meeting:

Debt has been paid off in both the North Bay and North Shore water districts. If you are in SW1 or SW2 you will no longer be taxed for the debts of those funds. Maintenance cost in the North Bay sewer district continue to be on the high side causing us to budget a little over $50,000 for that this year. 2022 budgeted sales tax revenue was 1.23 million dollars and this has been collected in the first three payments of the year leaving one payment left that we did not budget for. 2023 revenue budgeted for sales tax increased to a total of 1.53 million dollars. The pilot program the Town had for one property in Sylvan Beach has ended. The property will be moved to the regular tax roll and taxed like the rest of the town this year. Total town taxes including special districts has decreased by $32,000 from the 2022 budget to the 2023 budget.

 

PUBLIC HEARING: 2023 Tentative Budget Approval

Official Notice Listed in the Newspaper:

Notice is hereby given that the Vienna Town Council will hold a Public Hearing; on the 2023 Budget, on November 10th, 2022 5:00 pm at the Town Hall at 2083 State Route 49, North Bay, NY 13123.  A copy of the preliminary budget is available at the Town Clerk’s regular office hours. The proposed salary for the Town of Vienna Supervisor is $27,560, Councilman 1 proposed salary is $4,500, Councilman 2 proposed salary is $4,500, Councilman 3 proposed salary is $4,500, Councilman 4 salary budget is $4,500, the Highway Superintendent proposed salary is $59,488, the Town Clerk’s proposed salary is $35,000.

 

At such public hearing, all persons will be given an opportunity to be heard.  

 A motion was entertained by Supervisor Davis and seconded by Councilman Lamb to open the public hearing at 5:03pm.  Motion carried.

Public Comments/ Questions:

Richard Mansfield- Mr. Mansfield stated he was for the budget as well as asked if the people who live inside of the Cleveland Fire District have a tax increase being the Cleveland Fire District has increased the contract amount?

     Supervisor Davis responded with yes, there will be a tax increase for those who live inside the Cleveland Fire District.

 Darrin Smith- Mr. Smith stated he was for the budget.

 Dean Maracchion – Mr. Maracchion stated he was for the budget.

 A motion was entertained by Supervisor Davis and seconded by Councilman Lamb to close the public hearing at 5:06pm.  Motion carried.

 Supervisor Davis: With the 7% increase, representing a 35% increase for the Cleveland Fire District, there will be an additional $5,761 on the budget. Some districts are staggering. One district has an increase of $26,315.35 (13.4% increase), another district that has an increase of $40,719 (22.19% increase), and other districts that increase by 1%. Should be based off of how many parcels you protect, how many calls a year you have, and what is the assessed value of the property. Some of the higher numbers aren’t necessarily the most parcels or the highest assessed values. Believes that he should not be involved in the consolidation talk in future years being he is affiliated to the fire department.

 A motion was entertained by Councilman Spellicy and seconded by Councilman Lamb to approve the proposed 2023 Tentative Budget.  Motion carried.

 Town Clerk Position:

A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to appoint Beth Bunce as the Town Clerk and Registrar of Vital Statistics until the next election to fill out the term. Motion carried.

EXECUTIVE SESSION: 5:16PM Possible Litigation and Personnel Issues.

A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to enter into executive session for Possible Litigation and Personnel Issues at 5:16pm.  Motion carried.
