TOWN OF VIENNA
SPECIAL MEETING MINUTES
November 28, 2022

PRESENT:  Supervisor Michael M. Davis Sr., Councilman Jason Spellicy, Councilwoman Wendy Herbst, Councilwoman Gail Whitham

ABSENT:         Councilman Jason Lamb

CALL TO ORDER:

Supervisor Davis called the meeting to order at 9:00AM.  Pledge of Allegiance.

Bid Opening:

There was one bid for a Life Breath HRV Air Cleaner and one bid for two Fujitsu Cold Climate Heat Pumps to be opened by Supervisor Davis.

            Breathe Easy submitted a quote for both the Life Breath HRV Air Cleaner and the two Fujitsu Cold Climate Heat Pumps. The bid amount for the Life Breath HRV Air Cleaner is $5,675. The two Fujitsu Cold Climate Heat pumps will each produce up to 37,000 btu at 47 degrees and 32,000 btu at 5 degrees outdoor temperature. The cost for both of these with labor and electrical included is $19,800. This concludes that the total for both the Life Breath HRV Air Cleaner and the two Cold Climate Heat Pumps is $25,475. The Town of Vienna Court was awarded $23,000 for this system with the judicial grant. This would only be $2,475 cost for the Town. Supervisor Davis stated that the low cost of everything makes it a good deal. Councilman Spellicy stated that not only did the Town only receive one bid, Breath Easy is more then willing to get started soon and have been quick on responding. No other council members had anything to say on the subject.

 

A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to accept both the Life Breath HRV Air Cleaner bid and the bid for the two Fujitsu Cold Climate Heat Pumps from Breath Easy for a total of $25,475.

Letters have been sent out to all bidders on acceptance or denial and reasons.

 

 

Post Office Furnace:

     The post office has a 500-gallon tank that is leaking. The plan is to keep an eye on the tank and let the fuel oil run out of the tank. The two options are getting a new propane furnace and tank that will be under warranty or getting a new tank for the outside and then when more fuel oil is delivered the new tank is just delivered. Something needs to be done being we have the contract for another two years. The loose asepsis in the back has been sent in for testing to find out if it is good or bad. The Town is still waiting to hear back.

 

Council Reports:

 

Councilwoman Whitham- Stated she found a gazebo that she believes is perfect for the Memorial Park. The gazebo is fully screened, has a ramp, and a bench for people to sit on. The bench is made and delivered by the Amish for a total of $1,000. The gazebo can be fully designed with no extra charge to be exactly what Councilwoman Whitham believes would look best.

A motion was entertained by Councilman Spellicy and seconded by Councilwoman Herbst to adjourn the meeting at 9:22AM.  Motion carried.
