TOWN MEETING MINUTES
November 3, 2021

CALL TO ORDER:
Supervisor Graham called the meeting to order at 7:00PM.  Pledge of Allegiance.

Harlan went over the announcements which can be viewed on the town web site tovlookup.org or in the Town Clerk’s Office. 

PUBLIC HEARING: NORTH SHORE VOLUNTEER EMERGENCY SQUAD BUDGET

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Vienna will be holding a Public Hearing for the North Shore Volunteer Emergency Squad Budget Wednesday November 3, 2021 at 7:05 PM at 2083 NYS Route 49, North Bay, NY 13123.
At such public hearing, all persons will be given an opportunity to be heard.  

A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to open the public hearing at 7:21pm.  Motion carried.

A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to close the public hearing at 7:25pm.  Motion carried.

A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to sign the three (3) year contract with the North Shore ambulance service.  Motion carried.

PUBLIC HEARING: 7:10 2022 TOWN BUDGET

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Vienna will hold a public hearing at the Vienna Town Hall, 2083 State Route 49, North Bay, Oneida County, New York on Wednesday, November 3, 2021 at 7:10P.M. pertaining to the preliminary budget.  A copy of the preliminary budget is available at the office of the Town Clerk for inspection during office hours and on line at tovlookup.org

Pursuant to Section 108 of the Town Law, the proposed salaries of the following Officers of the Town are hereby specified as follows:

                        Town Supervisor                       $26,500.00

                        Highway Superintendent           $57,200.00

                        Town Clerk                               $35,000.00

                        Councilmember’s

                        4 @ $4,500.00                          $18,000.00

                        Town Justice

                        2@ $12,500.00                         $25,000.00

The budget officer reviewed the budget

A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to open the public hearing for the 2022 Town Budget at 7:46pm.  Motion carried.

There was discussion about the youthful senior’s line being re-instated with the vaccine for Covid-19 being available and they would like to try to get back to going on trips. 

 

A Motion was entertained by Supervisor Graham and seconded by Councilman Davis to add $4,200.00 to the youthful senior’s line.

A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to adopt the budget with the change to the youthful senior’s line included.  Motion carried.

A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to approve the minutes of the October 4th meeting.  Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #401 thru voucher #437 in the amount of $94,569.21.  Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of September is done and in the clerk’s office.

All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.

TOWN CLERK’S REPORT:
The Clerk read her report for the month of October.

HIGHWAY:
The Superintendent was not present as he is in isolation with Covid-19.  The rest of the highway garage was in quarantine and have all gone back to work as of yesterday.

WATER DISTRICT:
Mr. Ron Cole has presented a petition to the Town Clerk to give to the town board for the formation of a new water district.

PUBLIC HEARING: OPT OUT OF CANOBIS LAW
A public hearing was set for Wednesday December 1st at 7:05pm to decide whether or not to opt out of the cannabis law.

ADJOURN: 9:25PM
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to adjourn the meeting at 9:25PM.  Motion carried.
