TOWN OF VIENNA
TOWN MEETING MINUTES
FEBRUARY 2, 2022

PRESENT: Supervisor Michael M. Davis Sr., Councilman Jason Spellicy, Councilwoman Wendy Herbst, Councilwoman Gail Whitham

There was a meeting at 6:00pm prior to the Town Board meeting with the Town Board and Planning Board, Orrin MacMurray made an appearance to discuss the current draft and commentary for pubic review. The Town Board was in agreeance on this matter, the draft has been posted to the town website for public view. The meeting concluded at 6:50pm.

CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00PM.  Pledge of Allegiance.

COUNTY LEGISLATOR: NORM LEACH

Broadband was released but not for public. Specific questions may be answered. $65,000 was donated to the sheriffs for opioid detectors.      

NOCCOG: JOE ROWLANDS 

Final rule for funding. Home.Treasury.com.Local.gov The conference registration can be found on the Tug hill website. OCM-Cannabis information, there will be available registration held on Wednesday February 9th for cannabis.

A motion was entertained by Councilman Spellicy and seconded by Councilwoman Whitham to approve the minutes of the January 5th meeting.  Motion carried.

AUDITED VOUCHERS:

A motion was entertained by Councilman Spellicy and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #16 thru voucher #59 in the amount of $46,653.11.  Motion carried.

SUPERVISOR’S REPORT:

The supervisors report for the month of December is done and in the clerk’s office.

All OTHER OFFICES MONTHLY REPORT:

All other office reports are in the Town Clerk’s office and will be on line.

TOWN CLERK’S REPORT:

The Clerk read her report for the month of January.

A motion was entertained by Councilwoman Whitham and seconded by Councilman Spellicy to accept the clerks report.  Motion carried

HIGHWAY:

The Superintendent has the budget to buy different attachments and machinery for mowers and such. He is looking for a motion to purchase an excavator for $468,000.88.

 

A motion was made by Supervisor Davis to purchase this excavator for $468,000.88 and seconded by Councilwoman Whitham. Motion Carried

Council Reports:

Councilwoman Whitham– looking for people the third week in February for the veteran’s memorial. Looking for helpers and ideas to set it up, and to have a meeting to talk about the gazebo.

Councilman Spellicy– Looking to use the Town Hall Rehab funding. The Town has the funding to do renovations to the Town Hall, looking to replace and have a new HVAC system put in for better ventilation. Renovating and building a new Town Hall or making the current building bigger. If any comments or thoughts contact Councilman Jason Spellicy at 315-245-5960.

Supervisor Davis– Residents of the Town and other personnel have asked if and when we are going to open the doors or if we are going to keep them locked. After discussing with the Town Board, they all came to the same agreeance to keep the doors locked.

A motion was entertained to accept and acknowledge committees’ resolution. A motion was made by Councilwoman Whitham and seconded by Councilman Spellicy. Motion carried

Supervisor Davis made a motion to create a Water Extension Committee and add Miranda Nieto and Chris Barber to the committee. A motion was entertained by Councilman Spellicy and seconded by Councilwoman Whitham. Motion carried

Constable Training:

Looking for an individual to send to Constable training by March 1st. This cost $1,500.00 to send an individual to the Constable Training Academy, there will be a contract and agreement. Supervisor Davis has made the motion to sponsor someone and pay the $1,500.00 for Constable Training. Councilman Spellicy seconded. Motion carried

PUBLIC Comments:

Rick Roberts: Talk to kids about safety on vaping and such other things.

Dean Hand: The Town should look into uploading meetings on a YouTube channel.

Next regular meeting is on March 2nd, 2022. 

EXECUTIVE SESSION: 8:37PM PERSONNEL and Payroll issues, possible litigation

A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to enter into executive session for Personnel and payroll issues with possible litigation at 8:37pm.  Motion carried.

For the record action was taken in executive session on Personnel Payroll Issues, unanimously in favor.
