Public Hearing MINUTES
February 23, 2022

PRESENT: Supervisor Michael M. Davis Sr., Councilman Jason Spellicy, Councilman Jason C. Lamb- Attended late, Councilwoman Gail Whitham, Councilwoman Wendy Herbst

CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00PM.  Pledge of Allegiance.

Interviews for Constable:

Looking to hire two people for constables. Discussion went to the board:

Councilwoman Herbst- Nothing to add

Councilwoman Whitham- Would approve another person to send to constable training

Councilman Spellicy- The training is $1,500.00 per trainee, there is also a contract for them to sign as a commitment to work at the Town of Vienna for 3 years

Supervisor Davis- If either candidate fails to complete the course, they will still owe the town the $1,500.00

A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to send a second trainee for constable training.  Motion carried.

Supervisor Davis is looking to spend $3,650.00 on a new video surveillance and also $500.00 on new cameras. The court received a grant and they are willing to donate a part of the grant to put towards buying a new air conditioning system. We are looking to move the server that is in the assessors’ office and move the video surveillance out of the court office so the IT specialist can have access to them. We have six months to spend the money.

 

A motion was entertained by Councilman Spellicy and seconded by Councilwoman Whitham to open the public hearing at 7:25pm regarding the updated comprehensive plan.  Motion carried.

Councilwoman Whitham excused herself from the vote due to conflicting circumstances.           

 

Public comment:

 

Mike Piper- Thanked everyone that has worked on this

 

Rick Mansfield- Change and elaborate on a word on page 15. 3rd sentence down. Also, on page 13. This statement is contradictory to housing developments and spending expenditures.

 

Poppi Moore- The updated version is not on the website so was looking off from the February 1st version. Define smart growth on page 12. About hamlets. Also, there needs to be more appropriate maps, the ones that are attached has no footing or numbers.

 

Briana Hand- Feels as if we should leave the shore residential areas alone.

 

Dean Marcchion- Supporting physical documents were handed out to the Town Clerk and the Town Board. Feels as if we should take out motorcycle/ATV and put any recreational vehicle

 

A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to close the public hearing at 8:12pm.  Motion carried.

Supervisor Davis stated the next Wednesday meeting on March 2, 2022 they will discuss the changes and whether or not the Town Board will make the changes.

 

Supervisor Mike is looking for Mike Piper to keep an updated list and work log for the grinder pumps, also will be in touch with the Village of Cleveland to look into changing our grinder pumps from Barnes to E1. Will touch base at next Wednesday meeting on March 2, 2022.
