TOWN MEETING MINUTES
FEBRUARY 3, 2021

PRESENT:
Supervisor William A. Graham
Councilman Michael M. Davis Sr.
Councilman Jason C. Lamb
Councilwoman Lorraine Padavan
Councilwoman Gail Whitham

CALL TO ORDER:
Supervisor Graham called the meeting to order at 7:00PM.  Pledge of Allegiance.

COUNTY LEGISLATOR: NORM LEACH Not present.

NOCCOG: JOE ROWLANDS
Joe was present via zoom for the meeting; he gave many updates and the announcements can be viewed on the town web site tovlookup.org or in the Town Clerk’s Office. 

CONSTABLES:
There were issues with two of the constables not meeting the qualification required by CDJS.  There was discussion between the Town Board and the Town Justices as to if the Justices required Constables or if they would be good with Court Attendants.  The Justices noted that they had requested a Constabulary so they could have Constables and they wanted to keep it that way.  One of the men in question is good with CDJS through March 19th so he could be re-appointed with an end date of March 19th.

A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to re-appoint Joe Pedulla until March 19th.  Motion carried.

PUBLIC HEARING: LOCAL LAW #1 OF 2021 MORATORIUM
A motion was entertained by Supervisor Graham and seconded by Councilman Davis to open the public hearing for Local Law #1 of 2021 A moratorium on large scale ground solar energy system farms at 7:32pm.  Motion carried

No one spoke in favor or against the Local Law.

A motion was entertained by Supervisor Graham and seconded by Councilwoman Padavan to close the public hearing for Local Law #1 of 2021 A moratorium on large scale ground solar energy system farms at 7:33pm.  Motion carried

A motion was entertained by Councilwoman Padavan and seconded by Supervisor Graham to adopt Local Law #1 of 2021 A moratorium on large scale ground solar energy system farms.  Motion carried

APPROVAL OF MINUTES:
A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to approve the minutes of the December 30th meeting.  Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #18 thru voucher #65 in the amount of $933,582.61.  Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of December is done and in the clerk’s office.

All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.

TOWN CLERK’S REPORT:
The Clerk read her report for the month of January.

A motion was entertained by Supervisor Graham and seconded by Councilwoman Padavan to accept the clerks report.  Motion carried

HIGHWAY:
The Superintendent said they have been very busy with plowing. 

ZBA/ETHIC’S:
The Town Clerk was asked to re-advertise for these positions due by 3:00pm on February 16th.  

PUBLIC HEARING:
A motion was entertained by Supervisor Graham and seconded by Councilman Davis to set a public hearing for March 3, 2021 at 7:05pm for Local Law #2 of 2021 BAR Date.  Motion carried

EXECUTIVE SESSION: 7:55PM PERSONNEL

A motion was entertained by Supervisor Graham and seconded by Councilman Davis to enter into executive session for Personnel issues at 7:55pm.  Motion carried.
