TOV Zoning Board of Appeals (ZBA) Organizational Meeting 2/7/25

Call to order: 2025 Chairman Michael Taylor called the meeting to order at 6:25 pm and led attendees in The Pledge of Allegiance to the Flag.

Attendance:

ZBA Members: Michael Taylor, John Pavelock, Amanda Hewitt, Joshua O’Kay, Nathan Juby Others: Liaison Darrin Smith, ZBA Secretary Kathy Pavelock

Minutes Approval:

John Pavelock made a motion to approve the minutes for the November 11, 2024, ZBA Special Meeting. Seconded by Nathan Juby. Poll Vote: John Pavelock – Aye,

Mike Taylor – Aye, Amanda Hewitt – Aye, Josh O’Kay – Aye, Nate Juby – Aye

Motion Carried.

Correspondence:

Secretary Pavelock summarized the correspondence since the last ZBA meeting including:

  • Received the 2025 Local Government Conference (LGC) flyer.

  • Updated the ZBA Contact list. Copies distributed at this meeting.

    There were no public hearings, unfinished business, nor new business. Other:

    Town Council appointments

    • 2025 ZBA Chairman is Michael Taylor.

    • 2025 ZBA Secretary is Kathy Pavelock.

    • Nathan Juby was re-appointed to the ZBA with a term of 2025-2029. Nate was advised following the January Town Council meeting that he needs to be sworn in within 30 days.

John Pavelock thanked Mike Taylor for agreeing to be the Chairman for 2025. The ZBA agreed that the chairmanship be rotated every few years.

Local Government Conference

Secretary Pavelock will coordinate the registrations for ZBA members interested in attending this conference on April 1, 2025 at Turning Stone. John, Mike, Amanda, and Nate have been approved to attend (Josh was not on the list since he did not inform Kathy of his desire to attend). Secretary Pavelock will submit the registration forms with the registration fees. Josh will register himself and put in an expense voucher. He was advised to register before February 28. Darrin Smith requested that Secretary Pavelock send in his registration. He did not leave his registration form with the Secretary.

Comprehensive Plan Committee Volunteers

Supervisor Davis is seeking 2 volunteers from the ZBA to serve on the Comprehensive Plan Committee. Amanda Hewitt and Mike Taylor volunteered. Secretary Pavelock will relay the information to Supervisor Davis.

The ZBA discussed the difference between the Zoning Law and the Comprehensive Plan. Chairman Taylor asked all members if they have the current Zoning Law. A copy was made for Nate Juby who did not have a copy.

John Pavelock made the motion to adjourn, seconded by Amanda. All in favor. Motion Carried (6:44 PM). Minutes Prepared by:
