TOWN MEETING MINUTES
MARCH 2, 2022

PRESENT:        Supervisor Michael M. Davis Sr.

Councilwoman Wendy Herbst

Councilwoman Gail Whitham

 ABSENT:         Councilman Jason Lamb

 CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00PM.  Pledge of Allegiance.

 

COUNTY LEGISLATOR: NORM LEACH

Legislator Leach spoke about the grant to send volunteer firefighters to attend classes and academy at MVCC. For the first time in awhile there is discussion and research to start managing the woodlands.

 

NOCCOG: Lisa Bellinger      

Lisa gave many updates and the announcements which can be viewed in the Town Clerk’s Office. Training is coming up for the Turning Stone, remote meetings have been extended until March 16th and applications are due by April 11th for landowners for streams and such.   

 

APPROVAL OF MINUTES:

A motion was entertained by Councilwoman Whitham and seconded by Councilwoman Herbst to approve the minutes of the January 5th, meeting.  Motion carried.

A motion was entertained by Councilwoman Whitham and seconded by Councilwoman Herbst to approve the minutes of the February 2nd meeting.  Motion carried.

AUDITED VOUCHERS:

A motion was entertained by Supervisor Davis and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #60 thru voucher #116 in the amount of $942,076.13.  Motion carried.

SUPERVISOR’S REPORT:

The supervisors report for the month of February is done and in the clerk’s office.

 All OTHER OFFICES MONTHLY REPORT:

All other office reports are in the Town Clerk’s office and will be on line.

 TOWN CLERK’S REPORT:

The Clerk read her report for the month of February.

 A motion was entertained by Supervisor Davis and seconded by Councilwoman Whitham to accept the clerks report.  Motion carried

 HIGHWAY:

The Superintendent said everything at the highway garage is going smoothly. The highway men are filling potholes with a break in the weather, there was a report of a rotted culvert pipe on Dr. 37 so that is going to be addressed.   

 Old Business:

A motion was entertained by Supervisor Davis and seconded by Councilwoman Whitham to appoint Joshua Okay to the ZBA. Motion Carried.

 Grinder Pumps- Switching from Barnes to E1, the Village of Cleveland has the same ones and we are working on an agreement with Cleveland to have some help on fixing them if needed. We will touch base on this more next month.

A motion was entertained by Supervisor Davis and seconded by Councilwoman Whitham to purchase a float tree Item #11696 for $775.00. Motion Carried.

 McConnellsville-Teelin-Herder-Oswego-Deeley Roads Water Extension Committee- Looking to go further into the next step for a feasibility study.

 A motion was entertained by Supervisor Davis and seconded by Councilwoman Herbst to solicit a firm for an engineer to come and do a feasibility study. Motion Carried.

Comprehensive Plan- Table this until the next special meeting or if not the next regular meeting in April. Notify via normal postings on the Town Website, Queen Central and on the whiteboard in the Town Hall. Extending the written in comments until next week.

New Business:

The Town of Vienna supports the grant to North Shore Ambulance for the purchase of a new ambulance.

 

A motion was entertained by Supervisor Davis and seconded by Councilwoman Whitham to execute this decision and send it back to North Shore Ambulance. Motion Carried.

 Council Reports:

 Councilwoman Whitham- March 8th at 5:00pm there will be a veteran’s memorial and gazebo committee meeting.

 

Councilwoman Herbst- Did the supervisor’s monthly audit.

 Supervisor Davis- There has been discussion of getting together with the parkway center and doing some sort of meeting/cookout or open house to the residents to utilize information for surrounding areas and letting them get a chance to meet the Town of Vienna staff.

 A motion was entertained by Supervisor Davis and seconded by Councilwoman Whitham to spend $1,000.00 to send Supervisor Davis to this event sometime in July. Motion carried.

 Public Comments:

Mike Piper- We need to contact Sylvan Beach and discuss about dumping in the Village
