TOWN MEETING MINUTES
MARCH 3, 2021

CALL TO ORDER:
Deputy Supervisor Padavan called the meeting to order at 7:03PM. Pledge of Allegiance.

COUNTY LEGISLATOR: NORM LEACH
Legislator Leach spoke about the Board of Elections and what has been taking place. Both Commissioners have resigned due to the issues in the November elections with the Congressional District 22.

NOCCOG: JOE ROWLANDS
Joe gave many updates and the announcements which can be viewed on the town web site tovlookup.org or in the Town Clerk’s Office.

A motion was entertained by Councilwoman Padavan and seconded by Councilman Lamb to authorize the signing of the Inter-municipal Agreement between the Town of Vienna and NOCCOG. Motion carried.

PUBLIC HEARING: LOCAL LAW #2 OF 2021 BAR DATE
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to open the public hearing for Local Law #2 of 2021 BAR Date at 7:22pm. Motion carried

AUDITED VOUCHERS:
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #66 thru voucher #102 in the amount of $26,422.96. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of January is done and in the clerk’s office.

All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.

TOWN CLERK’S REPORT:
The Clerk read her report for the month of February.

HIGHWAY:
The Superintendent said everything at the highway garage is going smoothly.

ZBA/ETHIC’S:
The Town Clerk was asked to re-advertise for these positions due by 3:00pm on March 26th and interviews will be held Monday March 29th at 2:00pm.

 


RESOLUTION: #22 of 2021 PUBLIC EMPLOYER HEALTH EMERGENCY PLAN
A motion was entertained by Councilman Davis and seconded by Councilwoman Whitham to adopt resolution #22 of 2021 Public Employer Health Emergency Plan. Motion carried

WHEREAS, on September 7, 2020 the Governor signed Senate Bill S8617B into law requiring public employers to develop health emergency plans for the protection of employees and contractors; and

WHEREAS, the Town of Vienna fully supports the health and safety of our employees and contractors; and

WHEREAS, the plan supports continuity of operations of the Town of Vienna; and

WHEREAS, the plan was developed collaboratively with several officials of the Town of Vienna; and

WHEREAS, the plan has been developed to meet the requirements set forth in the aforementioned law; and

WHEREAS, the Town of Vienna provided labor unions representing the Town of Vienna employees the opportunity to review and comment on the draft plan; and

BE IT RESOLVED, that the Town Board of the Town of Vienna approves the public employer health emergency plan of the Town of Vienna; and

FURTHER BE IT RESOLVED, that the Town Board of the Town of Vienna authorizes the Town Supervisor/Deputy Town Supervisor to sign the plan, putting it into full force and effect in accordance with the law and the provisions identified in the plan.

WILLIAMSON LAW BOOK:
A motion was entertained by Councilman Lamb and seconded by Deputy Supervisor Padavan to sign the support agreement for the Accounting program with Williamson Law book. Motion carried.

HEALTH SPENDING HRA:
There was a request for the payment for the rest of the year for an individual’s health spending HRA. This has been done in the past but Councilman Lamb feels this should be the last time these requests should be addressed. Councilman Davis feels this should be addressed by the board in the near future and a decision should be made and put in writing between the Town and the Union on this matter. Councilman Davis asked if Councilman Lamb would like to add the agreement to payback if the employee separates from the Town to the motion as suggested by the Union. Councilman Lamb said no.

A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to authorize the advancement for the rest of the 2021 year to the health spending HRA for the individual. Motion carried.
