TOWN MEETING MINUTES

There was a meeting at 6:00pm prior to the Town Board meeting with the Town Board on a public presentation on E-1 Grinder Pumps. The meeting concluded at 6:50pm.
CALL TO ORDER:
Supervisor Davis called the meeting to order at 7:00PM. Pledge of Allegiance.
COUNTY LEGISLATOR: NORM LEACH
The Oneida County Sheriffs did receive their detector and are training how to use it. The county had a meeting March 30th and briefly discussed and touched on a few topics of events going on in Oneida County.
NOCCOG: JOE ROWLANDS
Send in international agreement by the end of the month. Local government conference is cancelled. Remote meetings have been extended through April 16th. Tughill community recognition awards and nominees will open on April 1st.

AUDITED VOUCHERS:
A motion was entertained by Councilwoman Whitham and seconded by Councilman Lamb to approve the audited vouchers beginning with voucher #117 thru voucher #155 in the amount of $40,089.42. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of February is done and in the clerk’s office.

The Clerk read her report for the month of March.

HIGHWAY:
The Superintendent have received the new machine that was purchased. He is looking for a motion to buy a new truck in the amount of $314,096.60.
A motion was made by Councilman Spellicy to purchase this new truck for $314,096.60 and seconded by Councilwoman Whitham. Motion Carried

Council Reports:
Councilwoman Whitham- Talked to DEC about the pond, they need exact measurements of where the property lines are and to get ahold of the owners for the other half of the pond for permission to put in the fountain. The Gazebo is still in the works.

Supervisor Davis- COVID Test Kits were given out to the surrounding fire departments to be handed out, and each department had a good turn out for them. We have received a Judicial Grant and it only covers a certain portion of the courts filing cabinets. Looking to make a motion to cover the rest of the filing cabinet in the amount of $1,403.22.
A motion was entertained to cover the remaining half of the filing cabinet for the court for $1,403.22. A motion was made by Councilwoman Whitham and seconded by Councilman Spellicy. Motion carried

Old Business:
McConnellsville-Teelin-Herder-Oswego-Deely Water Extension: A company has reached out from Watertown to send out engineers. They are coming out Friday at 9.
Comprehensive Plan: Final draft on the Website. The edits are done and will be passed onto the county.
Zoning: Public information meeting on May 6th at 6:00pm with the Planning Board. May also be a public hearing but will update when we know further.
Town Hall Rehab Update: We are just adding onto the current building. We are going to be working on the heating and air conditioning for proper ventilation, which will be paid with the grant we have received.
New Business:
Grinder Pump Repair: We are going to keep a work and inventory log and start a PO system, and Supervisor Mike Davis will be the PO for this and ordering things. The Supervisor should also be notified when there is a problem with Grinder Pumps as well.
Memorial Day Parade: The Town of Vienna is going to sponsor a Memorial Day parade this year. We will put an ad in the paper to bring awareness and see if any surrounding areas would like to join in on the parade.
Appoint New Part-Time Court Clerk: Looking to appoint Sandra Zorn for the part time court clerk.
A motion was made to appoint Sandra Zorn as the new Part Time Court Clerk by Councilwoman Whitham and seconded by Councilman Spellicy. Motion carried

PUBLIC Comments:
Rick Roberts: The Town should advertise in the paper or other ways to get more people on and interested in the new water district.
Mike Piper: Looking into adding Hall Rd. into the new water district
Darrin Smith: Look at campgrounds more versus flow rates.
Nate Baker: The traffic on Lakeshore and Route 13 needs to be looked into. Look into adding some more signs either stop signs, caution signs or slow signs for the speeding that occurs on that road, it is the worse it has ever been. Maybe contact the state to get them in on doing something about it as well.
Next regular meeting is on May 4, 2022.
EXECUTIVE SESSION: 8:17PM PERSONNEL and Payroll issues, possible litigation
A motion was entertained by Councilman Lamb and seconded by Councilman Spellicy to enter into executive session for Personnel and payroll issues with possible litigation at 8:17pm. Motion carried.
