TOWN MEETING MINUTES
May 4, 2022

PRESENT: Supervisor Michael M. Davis Sr.

There was a meeting at 6:00pm prior to the Town Board meeting with the Planning Board on the final revisions of the Comprehensive Plan. The Town Board has agreed upon a Public Hearing on June 21st at the Highway Garage at 7:00pm on the proposed zoning changes. The meeting concluded at 6:50pm.

CALL TO ORDER:
Supervisor Davis called the meeting to order at 7:00PM. Pledge of Allegiance.

COUNTY LEGISLATOR: NORM LEACH
The sales tax has been capped starting June 1st through November 3rd for anything above $3.00. We have approved the mowing contracts. The payout is $400-$425 per mile, $340 per hour for ditching. There will be DWI templates for grants and training purposes on DWI’s.

NOCCOG: Lisa Bellinger
Thanked everyone that went to the Tughill conference. Recent changes in the open meetings law are stated and a link is posted in their announcements. Amendments were passed in April. The Town has Passed the inner municipal agreement and have returned it back to. The Black River Conference will be held in Lyons falls on June 8th from 8 to 4. Tughill nominations are being accepted through June 1st. Keep subdivisions current. Tughill is having their monthly meeting on May 16th in Turin in person or via zoom.

A motion was entertained by Councilman Spellicy and seconded by Councilman Lamb to approve the minutes of the April 6th meeting. Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #156 thru voucher #196 in the amount of $531,826.12. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of March is done and in the clerk’s office.

All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.

TOWN CLERK’S REPORT:
The Clerk read her report for the month of April.

A motion was entertained by Councilman Lamb and seconded by Councilman Spellicy to accept the clerks report. Motion carried.

HIGHWAY:
The Superintendent looking for a motion to approve the ditching and mowing agreements.

A motion was made by Councilman Lamb to approve the mowing and ditching agreements and seconded by Councilwoman Whitham. Motion Carried.

Council Reports:

Councilwoman Whitham- Preparing for the Memorial Day parade. Has had an interest in the veterans blocks that we are putting up in the park.

Councilwoman Herbst- The monthly audit for the supervisors’ reports is done.

Councilman Spellicy- Nothing

Councilman Lamb- Nothing

Supervisor Davis- Treasury report was submitted. No decision made on mowing for the Fire Departments, will be touched on more next month.


Old Business:

Engineer BCG Group: Submitting a proposal for $10,000 for the water extension feasibility study.

Supervisor Davis made a motion to contract with the engineers and Councilman Lamb seconded. Motion Carried.

Grinder Pump Order: Change to E-1 grinder pumps. A full unit cost $3,206. Looking to purchase two of them.

Supervisor Davis made the motion to purchase two new E-1 Grinder pumps for $3,206.00 each unit, Councilman Spellicy seconded. Motion Carried.

Grinder Pump School: Supervisor Mike is looking for a motion to send himself to Grinder Pump school training next week.

Councilman Spellicy made the motion to send Supervisor Davis to the Grinder Pump School Training, Councilman Lamb seconded. Motion Carried.

Speeding on Lakeshore Drive- Install a permanent sign on Lakeshore Dr. that also has a smart package that keeps track of the speeds on the road and generates a report for every car that is speeding. The sign itself is $3,250. There is an extra $855 for the pole and rebar hookup.

Supervisor Davis is looking for a motion to purchase one of the Solar Radar Signs and the pole and rebar hookup TC600S for $4,105.

Councilwoman Whitham made the motion to purchase a Solar Radar sign with the pole and rebar hookup for $4,105, Councilman Spellicy seconded. Motion Carried.

Memorial Day Parade- The Memorial Day parade is being held on May 30th at 9:00am.

Town Hall Rehab Update: We are just waiting for responses.

New Business:

Eddies: The Town has received an email about taking Eddies off of the tax rolls. This email will be forwarded to the Town Attorney to see how the Town should proceed.


PUBLIC Comments:

Rick Roberts: The Town should mow and plow the Fire Departments in the Town. Has heard that the TV was removed from the Town Highway Garage per Supervisor, questions arisen if the proper chain of command was taken, and why the TV was taken and no other options were utilized.

Mike Piper: Hire Koester Associates to come and do the Grinder Pump work.

Rick Mansfield: The standings on the Comprehensive Plan.

Tom Moore: Action on the Zoning Law.

EXECUTIVE SESSION: 9:05PM PERSONNEL Employment, Personnel contract and disciplinary possible litigation.
A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to enter into executive session for Personnel Employment, Personnel Contract and Disciplinary issues with possible litigation at 9:05pm. Motion carried.
