TOWN MEETING MINUTES
June 1, 2022

CALL TO ORDER:
Supervisor Davis called the meeting to order at 7:00PM. Pledge of Allegiance.
GUEST SPEAKER: JAMES GENOVESE
Hoping to start the project for broad band soon on getting these processes moving forward. They have to narrow down specific locations county wide. Using rescue act grant money for the project so only have a certain time frame to use the money. Also have to have neighboring towns who are interested as well. The more that is interested the better chance of the areas to receive broad band.
COUNTY LEGISLATOR: NORM LEACH
They have hired 8 special patrol officers for county owned buildings. Towns should look into consolidating together.
NOCCOG: Lisa Bellinger
Changed the NOCCOG Website. 2022 consolidation applications go through until July. June 21st is the Tughill meeting in the Town of Adams. There are links from the April conference on the website as well.

A motion was entertained by Councilman Lamb and seconded by Councilman Spellicy to approve the minutes of the May 4th, meeting. Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Councilman Lamb and seconded by Councilman Spellicy to approve the audited vouchers beginning with voucher #197 thru voucher #238 in the amount of $67,711.33. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of April is done and in the clerk’s office.
All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.
TOWN CLERK’S REPORT:
The Clerk read her report for the month of May.

HIGHWAY:
The Superintendent said they have gotten some mowing done in the town, did also pave some of the roads in the town. Personally thanked Patti Cook for putting together the Memorial Day Parade.
Old Business:
Grinder Pumps-
A motion was entertained by Councilman Spellicy and seconded by Councilman Lamb to purchase 2 more E1 Grinder Pumps. Motion Carried.

Radar Signs-
A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to purchase 2 battery powered radar signs with portable stands for $5,040.00. Motion Carried.

McConnellsville-Teelin-Herder-Oswego-Deeley Roads Water Extension Committee- Contract was signed and the engineer is doing the feasibility study. Lewis Road is interested in getting on the committee.
Town Hall Update- Contacted vendor to look at the a/c unit. Getting a price quote to replace the a/c units, to a proper circulating unit.
Bridge Between East and West Lake Rd.- Will reach out to see what the best option here is. Change the speed limit on that road to 25mph possibility.
Broad Band Wi-Fi- Have to have 22 dwellings or more per original contract with Time Warner.

Councilwoman Herbst- Nothing.
Supervisor Davis- Nothing.
Councilman Spellicy- Nothing.
Councilman Lamb- Nothing.
Public Comments:
Rick Mansfield- We have an agreement of shared services with the Village of Cleveland. Yes, we do.
Rick Roberts- Is the Town advertising for the highway positions? Also, not sure how helpful the radar signs will be in stopping the speeding, may need law enforcement presence more. We should leave the bridge alone. The Town Board is doing a considerably good job given everything that has been brought forth to them and having a new Town Board this year.
Darrin Smith- Grinder pumps, why order 2 more El pumps when we have 4 Barnes pumps still. The Barnes pumps are all gone, and that is why we needed to order more.
Executive Session: Hiring Personnel, Union Issue, possible litigation.
A motion was entertained by Supervisor Davis and seconded by Councilman Lamb to enter into executive session for at 9:02PM. Motion Carried.

Part Time Assessor Clerk Position-
A motion was entertained by Supervisor Davis and seconded by Councilman Lamb to hire Beth Bunce as a part time clerk for the assessor’s office for 15 hours per week, with a pay rate of $17.00 per hour on a 6-month probationary period. Motion Carried.
