TOWN MEETING MINUTES
June 2, 2021

PRESENT: Supervisor William A. Graham
Councilman Michael M. Davis Sr.
Councilman Jason C. Lamb

CALL TO ORDER:
Supervisor Graham called the meeting to order at 6:00PM. Pledge of Allegiance.

There was a meeting between the Town Board and the Planning Board with discussion about working together and knowing they are all on the same page.

They began with discussions about the revisions to the zoning law. Most of the discussion was on what needed to be worked on and if the comprehensive plan was finalized correctly. They will be going over a check list for the finalization of the comprehensive plan to make sure all steps were done.

The boards will be meeting between 6pm and 7pm at the regular meetings for the next few months. Discussion for July meeting will be Junk and Solar and discussion for the August meeting will be Manufacturing and Air space.

COUNTY LEGISLATOR: NORM LEACH
Norm said he took a tour of Griffiss Airport, drones etc. There was discussion about moneys that the town is expected to receive as part of what the County received to help with relief from the pandemic.

NOCCOG: JOE ROWLANDS
Joe gave an update and the announcements can be viewed on the town web site tovlookup.org or in the Town Clerk’s Office.

APPROVAL OF MINUTES:
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to approve the minutes of the May 5th meeting. Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #182 thru voucher #242 in the amount of $48,287.50. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of April is done and in the clerk’s office.

All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.

TOWN CLERK’S REPORT:
The Clerk read her report for the month of May.

A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to accept the clerks report. Motion carried

HIGHWAY:
The Superintendent said they have been very busy. He said they have begun mowing the sides of the roads. He met with the DEC about fixing Old Route 49. Work can not begin until after July 14th due to the fish spawning. He requested that the board go out to bid for the removal of three (3) large Maple Trees.

A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to advertise for sealed bids for the removal of three (3) large Maple trees. Bids need to be turned into the Town Clerk no later than 3pm on Wednesday July 7th and will be opened at the Regular Meeting of the Town Board on Wednesday July 7, 2021. Motion carried.

ELECTIONS:
The Supervisor announced that he had tried to pull his name from being on the ballot for the Office of Supervisor from Oneida County Board of Elections but he was two (2) days to late to have it removed. He announced that he bought property in Canastota and he applied to be on the ballot for town Justice. He just got notification that his name will be on the ballot. So for the paper for the future for the primary if he wins he will not if he wins sit in the town, good luck to Mike. He will be retiring after a smooth transition after the election in November. He has to take residency in that Township the day before he takes the position. He just wants everyone to know he will not be sitting here come January 1st.

The Supervisor announced that he has appointed a new Deputy Supervisor on May 27th. He has chosen Jason Spellicy. He felt it was easier to pick separate individual so it didn’t look like he was leaning of favoritism. Jason will be running the July meeting as he will be out of town.

PEDDLERS PERMIT:
The Town Clerk wanted to know the board’s opinion as to the request for a peddlers permit to sell books in the town due to the problem with the same company a year or two ago. It was unanimous of the board not to issue the permit.

COUNCIL SEAT:
Due to the resignation of Councilwoman Padavan on May 10th the board requested that the Town Clerk advertise for the open position with applications due no later than 3:00pm on Monday June 21st and interviews will be held on Wednesday June 23rd at 4:00pm.

TOWN REMODELING:
There was discussion about doing some remodeling of the Town Hall once the town receives the State money from the Pandemic from the County. The discussion ended with waiting to see how much was received and see it the town would then be in the position to spend it or not.

JULY 2, 2021:
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to close the Town Hall on Friday July 2nd in addition to Monday July 5th for a long holiday. Motion carried.
