 CALL TO ORDER:

Supervisor Davis called the meeting to order at 4:30PM.  Pledge of Allegiance.

Resolution for Public Hearing

At a special meeting of the Town Board of the Town of Vienna, Oneida County, New York, held at the Town Hall, 2083 NYS Route 49, North Bay, New York, on the 25th day of July, 2022 at 4:30PM the following resolution will move to adoption:  

WHEREAS, pursuant to Town Law Section 267 (9), the Town Board of the Town of Vienna wishes to consider the removal of member Richard Mansfield from the Zoning Board of Appeals for a violation of the Vienna Ethics Law prohibiting Town Officials from simultaneously holding a political party office while acting as a Town Official, and also for egregious conduct during public meetings;

NOW THEREFORE, BE IT RESOLVED, that pursuant to Section 20 of the Municipal Home Rule Law of the State of New York, a public hearing on the consideration of the removal of member Richard Mansfield from the Zoning Board of Appeals shall be held on the _15_ day of _August_, 2022 at __6:00PM_., at the Vienna Town Hall, 2083 NYS Route 49, North Bay, New York, and that notice of the time and place of such hearing describing in general terms the purpose of said hearing, be published in the official newspaper of the Town at least five days prior to the date of the hearing.

Resolution #25 of 2022

                        Resolution for 5-year Intermunicipal Agreement Renewal With NOCCOG

 

MOTION BY: ____Jason Spellicy________________

SECONDED BY: ____Gail Whitham_____________

WHEREAS, the town/village of ___Vienna_________ reaffirms that continued membership in NOCCOG is important to both the town/village and the region, and

WHEREAS, NYS General Municipal Law Article 5-G requires that any intermunicipal agreement be renewed within a five-year period.

BE IT RESOLVED, that the town/village of____Vienna____________ approves renewing the intermunicipal agreement, and be it further

RESOLVED, that a copy of this resolution be transmitted to NOCCOG for its records.

Approved at a meeting of the town/village of ______Vienna____________ on _____July 25, 2022.

EXECUTIVE SESSION: 4:38PM PERSONNEL Interviews.

A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to enter into executive session for Personnel Interviews at 4:38pm.  Motion carried.

A motion was entertained by Supervisor Davis and seconded by Councilman Spellicy to return to regular session at 6:09pm.  Motion carried.

Action Taken. Pending approval from Oneida County the Town Board is appointing the following:

 

  • Robert Welton- for a 2-year position on the Ethics Board.
  • Tamara Smith- for a vacant 3-year position on the Ethics Board.
  • Catherine Davis- for a 4-year position on the Ethics Board.
  • Robert Biscombe- for a 5-year position on the Ethics Board.

 

A motion was entertained by Councilman Spellicy and seconded by Councilwoman Whitham to appoint these positions. Motion carried.
