CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00 pm, followed by the Pledge of Allegiance.

 

NOCCOG:

Joe Rowlands reported that the Community Revitalization Conference will be held on July 10 & 11th. There will be a Wastewater Collection System Operations, maintenance, and Inspection Webinar on July 16th. Asset Management for Highway Departments Webinar on July 30th. New York Planning Federation will hold One Day Conferences on August 2nd, September 12th & 26th. Laird Petrie will hold two Town Budget Workshops on August 7th & 29th. Reminded everyone of the GPS mapping services that are offered to the Town. NOCCOG Scholarships were awarded.

A motion was made by Councilman Spellicy and seconded by Councilman Smith to approve Abstract 7 Vouchers to be paid for a total of $61,426.90

Town Clerk read her report. Monies received for the month totaled $5340.48.

HIGHWAY DEPARTMENT:

Sealed Bids:

Supervisor Davis opened and read the two sealed bids for tree removal. First bid from Helmers Complete Tree Service broke down the cost of trees to be cut with a total bid of $21,400. The second bid from Rick Turk Tree Service gave a total bid without a break down of $32,400.00

 

A motion was made by Councilman Spellicy and seconded by Councilman Lamb to accept the bid from Helmers Complete Tree Service for $21,400.00.

Highway Supervisor Clayton Conover Jr. reported that they installed 4 speed humps on Lower Lake Road and when retrieving information from the speed signs, it showed the overall speed has been lower. The Cost per hump is $481.67. There is still a stretch of about 500-600 feet of road without humps. Clayton asked if the Board would be interested in purchasing another hump where the culvert crosses the road. Supervisor Davis stated that for next budget year they want to look into hiring a deputy to monitor the speed.

 

Councilman Spellicy made a motion to spend up to $500 for one more speed hump and seconded by Councilman Lamb.

Clayton mentioned that Jim Woodcock will be retiring and the Highway Garage will need to advertise for HEO to start in January.

 

A motion was made by Councilman Smith and seconded by Councilman Spellicy to advertise for the position of HEO at the Highway Garage.

Clayton reported that the new truck will be here in December. July 22nd will be a rabies clinic at the garage from 5:00-6:30 pm. He thanked the Village of Cleveland for letting them use the crack sealer for the Town Hall parking lot. National Grid will be taking down some dead trees. He will be meeting with C&S to go over the bridge inspection from June 17th-19th on the Oswego Road Bridge and the bridge survey.

 

COUNCIL REPORTS:

Councilman Smith:

Next Tuesday there will be an Old Holmes Day meeting. They are looking for help with the cost of the fireworks in the amount of $2000.00

 

Supervisor Davis explained that Billy Shaughnessy paid for the fireworks himself last year. The display of fireworks was awesome and brings people to the Town. The County sent money from the Indians that was $12,500 more than last year, that money was not accounted for, so we could use that to help pay for the fireworks. He also suggested that we add $2000 to the celebration fund for next years budget to continue the display of fireworks.

 

A motion was made by Councilman Lamb to use the extra money to pay $2000 towards fireworks and seconded by Councilman Spellicy.

Councilman Spellicy:

The Village of Sylvan Beach is installing a new digital sign South side of the Troopers Barracks along Rt. 13. He will talk with them and get more information on the sign they are purchasing. He also stated how important it is to have all ways to communicate to the residents.

 

Supervisor Davis suggested incorporating the old sign into the new sign design.

 

OLD BUSINESS:

Website: Security for phishing scam was not $8 per email account per year. It was $8 per email account per month, which equals to be 19 accounts at $152 per month and $1824 per year.

 

A motion was made by Supervisor Davis to accept the cost of the phishing scam security and seconded by Councilman Lamb.

Water Extension: Paperwork will be ready for people to view. We will set up a place for viewing.

 

Cell Tower: Paperwork was submitted to codes for Permit and was denied. It will now be submitted to the ZBA.

 

NEW BUSINESS:

Beach Road/Beaver Dam: A Beaver Dam broke and flooded Beach Road and caused sewer and water damage. There is water crossing the road again and washed out the side of road. Supervisor Davis explained that DEC could issue a permit to land owner to remove Beaver. Also, the Village of Cleveland has a small excavator that could possibly clean out the clog.

 

Cove Road: Cove Road is a dead-end road to the new Boat Launch. Residents have been complaining about vehicles speeding going to Boat Launch.

 

A motion was made by Councilman Smith to lower the speed limit to 25 mph and seconded by Councilman Lamb.

Resolution 13 of 2024 Holiday for Town of Vienna Officials: Because the Town Hall is no longer the Voting place, the Town Hall no longer needs to be closed on those days.

 

A motion was made by Councilman Smith to eliminate the 2 days and create Resolution 27 of 2024 Establishing Holidays for Town of Vienna Officials, seconded by Councilman Lamb.

ESTABLISHING HOLIDAYS FOR TOWN OF VIENNA OFFICIALS

Replacing Resolution 13 of 2024

 

 

BE IT RESOLVED, that the Town of Vienna here by establishes the following PAID HOLIDAYS for Elected & Appointed Officials and employees of the Town not governed by a Union (as they will follow the Union Holiday Schedule), provided the Holiday is their normal work day and normal hours.

Highway IT Proposal: Phil Amway presented a Power Point presentation showing the IT project costs for BondarTech. There will be a one- time cost of $34,275.60 which will be paid for with ARPA funds and then a monthly support and maintenance cost of $324.

 

A motion was made by Councilman Smith and seconded by Councilman Spellicy to accept the cost of the IT Project with BondarTech for the Highway Garage.

Highway Supervisor Clayton Conover asked about software to help with inventory. Supervisor Davis explained that Williamson Law has a program and would cost $9,780 for an initial set up and $2750 per year for support and maintenance. There is also training available for $175 per hour, but they could ask other Towns that use the same program for some training.

A motion was made by Councilman Spellicy to purchase the program and seconded by Councilman Smith.

PUBLIC COMMENTS/CONCERNS:

Richard Mansfield: When speaking to others about the signs, will you ask about operating costs monthly since you will be running the sign 24/7? Answer was yes.

 

Chief Roberts: Thank you Clayton for taking care of a late-night spill. I am in favor of the sign, but maybe the location should be somewhere else.

 

Mr. Carpenter: The sign, if it is here, is the wrong place and too hard to read. Best deterrent to speeding is Authority to stop people. I have seen 2 or 3 sport bikes on the West Lake St. speeding.

A motion was made my Supervisor Davis to go into executive session to discuss possible litigation at 8:23 pm and seconded by Councilman Smith.
