TOWN MEETING MINUTES
July 6, 2022

PRESENT:        Supervisor Michael M. Davis Sr., Councilman Lamb, Councilwoman Gail Whitham

 ABSENT:         Councilwoman Wendy Herbst, Councilman Jason Spellicy

 CALL TO ORDER:

Supervisor Davis called the meeting to order at 7:00PM.  Pledge of Allegiance.

COUNTY LEGISLATOR: NORM LEACH

NOCCOG: John Healt     

Cornell training for DPW members. July 12th and 26th there are online webinars good for homeowners because it teaches them about leasing. Free mapping is offered to Towns if interested just let John know.    

APPROVAL OF MINUTES:

A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to approve the minutes of the June 1st, meeting.  Motion carried.

AUDITED VOUCHERS:

A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #239 thru voucher #283 in the amount of $483,850.93.  Motion carried.

SUPERVISOR’S REPORT:

The supervisors report for the month of May is done and in the clerk’s office.

 

All OTHER OFFICES MONTHLY REPORT:

All other office reports are in the Town Clerk’s office and will be on line.

 

TOWN CLERK’S REPORT:

The Clerk read her report for the month of June.

HIGHWAY:

The Superintendent stated they have received their new pickup truck they had put a bid on 2 years ago now. There will be a rabies vaccination clinic held at the Highway garage on July 26th from 5pm to 7pm. The Highway has sold their old grad all machine. Have received bid information for seal bids and removal of trees looking for a motion to accept and advertise such bids.

 

A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to accept and advertise the removal of trees bid. Motion Carried.

Old Business:

Water Project- Lewis Road residents petitioned and received signatures to add Lewis Road and extend the water project and feasibility study to Lewis Road Residents.

A motion was entertained by Councilwoman Whitham and seconded by Councilman Lamb to extend the feasibility study to Lewis Road. Motion Carried.

Town Hall Update: Under Councilman Spellicys’ review.

 

New Business:

Supervisor Davis is looking for a motion to accept Resolution #23 of 2022 Oneida County Hazard Mitigation Plan.

 

ADOPTION OF 2022 ONEIDA COUNTY HAZARD MITIGATION PLAN

Name of Jurisdiction: Town of Vienna

Governing Body: Town of Vienna Town Board

Address: 2083 NYS Route 49, North Bay, NY 13123

RESOLUTION #23 of 2022

WHEREAS, the Town of Vienna, collectively with the Oneida County Soil and Water Conservation District, Oneida County Department of Emergency Services and Oneida County, has gathered information and prepared the 2022 Oneida County Hazard Mitigation Plan; and

WHEREAS, the 2022 Oneida County Hazard Mitigation Plan has been prepared in accordance with the Disaster Mitigation Act of 2000; and

WHEREAS, the Town of Vienna is a local unit of government that has afforded the citizens an opportunity to comment and provide input in the Plan and the actions in the Plan; and

WHEREAS, the Town of Vienna have reviewed the Plan and affirms that the Plan will be updated no less than every five years;

NOW THEREFORE, BE IT RESOLVED by the Town Board that the Town of Vienna deems the 2022 Oneida County Hazard Mitigation Plan as multi-jurisdictional and adopts it as its own Natural Hazard Mitigation Plan, and resolves to execute the actions in the Plan.

ADOPTED this 6th day of July 2022 at a meeting of said Town Board.

Council Reports:

Councilwoman Whitham- Nothing.

Councilman Lamb- Nothing.

Supervisor Davis- Attended the Senior Center Day. There was a really great turn out and encouraged more people to join the Senior Center. The Town should sponsor some activities for the senior citizens. The Comprehensive Plan had no negative feedbacks so the comprehensive plan is being sent out to the state and will be returned back to the Town Board to be voted on. The Towns first E-1 Grinder Pump has been installed and took less time to hook up and install than the Barnes Grinder Pumps.  

Public Comments:

Jack Cook- We think it is about time to unlock the Town Halls doors, and the decision should be left up to the Town Employees and not the Town Board to lock the doors or not.

Joe- Has concerns and complaints about the sewer project going on in the Village of Sylvan Beach. Also has complaints that the construction vehicles are starting to early in the morning. These concerns were brought forth to the Town Board in which they stated the only thing they can do is tell them to start at the appropriate time of 7am and will write and send an official letter to the Village of Sylvan Beach.

Mike Piper- The hours of operation for construction vehicles is 7am with a valid permit.

Rick Mansfield- 2 revisions Councilman Lamb made are not incorporated on the Proposed Comprehensive Plan that is posted. The Town Board and Town Clerk will look into making sure the correct and updated Proposed Comprehensive Plan is on the website.

Dean Marcchion- Made comments about the June 21st Public Hearing posting and meeting minutes. Also, would like to suggest if there can be more information on the meeting minutes.  

Executive Session: Personnel Contract, Personnel Discipline.

A motion was entertained by Supervisor Davis and seconded by Councilman Lamb to enter into executive session for Personnel Contract and Personnel Discipline at 7:55PM. Motion Carried.

Action was taken by the Town Board.

 

A Public Hearing will be held on August 3, 2022 at 7:05pm at the Town Hall.
