TOWN MEETING MINUTES
July 7, 2021

CALL TO ORDER:
Deputy Supervisor Spellicy called the meeting to order at 6:00PM. Pledge of Allegiance.
There was a meeting between the Town Board and the Planning Board with discussion about working together and knowing they are all on the same page.
They began with discussions about Solar and Junk.
The planning board will be working on updates to the zoning law. They noted that this is a very time consuming task and it will not get done in just a few months.
COUNTY LEGISLATOR: NORM LEACH
Norm was not present for the meeting.
NOCCOG: JOE ROWLANDS
Joe was not present, the announcements can be viewed on the town web site tovlookup.org or in the Town Clerk’s Office.
APPROVAL OF MINUTES:
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to approve the minutes of the June 2nd meeting. Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #243 thru voucher #282 in the amount of $34,273.26. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of May is done and in the clerk’s office.
All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.
TOWN CLERK’S REPORT:
The Clerk read her report for the month of June.

HIGHWAY:
The Superintendent said they have been very busy. He announced that the paving is finished. There was an accident with one of the mowers. Someone hit the mower while it was in operation. The driver of the mower is ok but the mower needs repairs as the frame is tweaked. He is waiting on the insurance company.
The Highway Superintendent has requested to purchase a new pickup truck. He said all he needs is a basic truck mostly to transport the men to and from the mowers so they don’t have to drive the mowers back and forth every day. This would save ware and tear on the mowers and allow more mowing to get done every day. He said he does not need a plow for the truck.
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to authorize to go out for sealed bid for a basic pickup truck for the highway department. Bid will be due to the Town Clerk on or before 3:00pm on Wednesday August 4, 2021. Motion carried

ZBA POSITION:
There is still an open position on the ZBA. The Town Clerk was asked to put an advertisement in the paper for the position.
WATER AND SEWER:
There was discussion among the board members about putting together a water and sewer committee.
COVID-19:
The town received a letter that they will be receiving federal monies in the amount of $454,757.00. Half is expected to be received this summer and half next summer.
SEALED BIDS: TREES
The Town Clerk only received one bid for the tree removal. The bid is from Rick Turk Tree Service at $600.00 per hour.
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to accept the bid from Rick Turk Tree Service in the amount of $600.00 per hour. Motion carried.

GRINDER PUMP REPAIRS:
A motion was entertained by Councilman Lamb and seconded by Councilwoman Whitham to authorize a rate change for grinder pump repair calls on Weekends and Holidays to ninety ($90.00) dollars and hour. Motion carried.

SEALED BIDS: SERVER CABINET
The town no longer has a need for the old server cabinet. The Grace Lutheran Church is interested in it. They used to be on Vienna Rd. in Sylvan Beach before growing out of that church and moving to the corner Route 13 and Carter Rd. just past the new circle at 13 and 31. There was discussion among the board members if it should be given away or put out to bid.
A motion was entertained by Councilman Davis and seconded by Councilwoman Whitham to advertise for sealed bids on the server cabinet. Bids are due to the Town Clerk on or before 3:00pm on Wednesday August 4, 2021. All proceeds will be put into the North Bay Veterans Memorial Park. Motion carried.

EXECUTIVE SESSION: PERSONNEL ISSUES
A motion was entertained by Councilman Davis and seconded by Councilwoman Whitham to enter into executive session for personnel issues at 8:27pm. Motion carried.
