TOWN OF VIENNA
SPECIAL MEETING MINUTES
August 3, 2022

 PRESENT:  Supervisor Michael M. Davis Sr., Councilman Jason Spellicy, Councilwoman Gail Whitham

Absent: Councilwoman Wendy Herbst, Councilman Jason Lamb

 

CALL TO ORDER:

A motion was entertained by Supervisor Davis and seconded by Councilmen Spellicy to start the public hearing at 7:17pm.  Motion carried.

Orin MacMurray provided a history and summary of the proposed changes to the zoning laws.

 

Public Comments

Breanna Hand- Appreciates all the work done for the revisions and supports the changes presented.

 

Steven Carpenter- Appreciates the work done and supports the zoning changes presented. Believes that the laws should be and are favorable toward the people and the Town.

 

Thomas Moore- Appreciates the work done for the zoning law changes but does not agree with the changes made for airstrips and airports. Handed out a paper with all his concerns to the Town Board and Deputy Town Clerk. Believes the Town Board and Supervisor do not want airstrips. They believe the changes were one sided and would like the Town Board to take another look. Supervisor Davis asked if he agreed with the State’s recommendations. Mr. Moore said he does not agree with the State’s guidelines and recommendations either.

 

Richard Mansfield- Believes the Town Board and Planning Board took all of the resident’s inputs into consideration and that future growth was also taken into consideration.

 

Dean Marshone- Thanks everyone who worked on the changes as well as appreciates the work put into the changes. Supports and is in favor of the changes.

 

Mark Corey- Believes the laws are permanent and that the residents need to be more active in the decision making. Also believes that the laws restrict the freedom of the residents and that the Town Board should not shut down the residents’ dreams and should work with the people. Thought there was no record of the 2022 Comprehensive Plan. Supervisor Davis stated that the 2022 Comprehensive Plan can be found in the Town Clerk’s office or on the website.

 

Board Member Comments

Councilwomen Gail- Did not have any comments.

 

Councilmen Spellicy- Believes that all board members should be present when voting on whether to adopt the revisions.

 

Supervisor Davis- Stated the board has sixty-two days to come to a decision and that at the next Town Board Meeting they will vote and conclude the Zoning Law Revisions.

A motion was entertained by Supervisor Davis and seconded by Councilwoman Whitham to adjourn the meeting at 8:07pm.  Motion carried.
