TOWN MEETING MINUTES
August 4, 2021

CALL TO ORDER:
Supervisor Graham called the meeting to order at 6:00PM. Pledge of Allegiance.
There was a meeting between the Town Board and the Planning Board with discussion of everything that they had gone over at the last meeting.
COUNTY LEGISLATOR: NORM LEACH
Norm discussed the plowing of the County roads being done by our Town Highway Department. The town has been plowing the county roads for many years. The county has sent out the agreement to be approved by the town board.
NOCCOG: Mr. Helt
Mr. Helt went over the announcements which can be viewed on the town web site tovlookup.org or in the Town Clerk’s Office.
APPROVAL OF MINUTES:
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to approve the minutes of the July 7th meeting. Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to approve the audited vouchers beginning with voucher #283 thru voucher #325 in the amount of $466,687.87. Motion carried.

LOGGING:
The Supervisor asked Cory Henderson (a local logger) about getting permission to be putting logs on town property. It was a misunderstanding he said he had asked the Highway Superintendent and gotten the okay from him. He was told that is a town board request and there was discussion about insurance etc. He was told by the board that his insurance needed to be sent to the Town Clerk in the morning before the removal of the logs. He also agreed that he would make sure the land would be left undisturbed.
EXECUTIVE SESSION: PERSONNEL ISSUES AND POSSIBLE LITIGATION
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to enter into executive session for personnel issues and possible litigation at 8:00pm. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of June is done and in the clerk’s office.

All other office reports are in the Town Clerk’s office and will be on line.
TOWN CLERK’S REPORT:
The Clerk read her report for the month of July.

HIGHWAY:
The Superintendent discussed the mower that had been hit last month. If they send it out to be repaired it is going to take a long time so it is his recommendation to have the highway men fix it and they will be reimbursed for everything including labor. The highway clerk has resigned due to health issues. He believes it is in the best interest of the town to sign the plowing agreement with Oneida County. He would also like the town to go out to bid for road sand.
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to have all repairs on the disabled mower done by the highway department with full reimbursement. Motion carried

A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to advertise for sealed bids for 5,000 yards of ice control material. All bids need to be received by the Town Clerk by 3:00pm Wednesday September 1, 2021. Motion carried.

SEALED BIDS: CONTRACTOR TOWN HALL WORK
The Town Clerk did not receive any bids for a contractor to install a closet, window and door in the town hall.
SEALED BIDS: PICKUP TRUCK
The Town Clerk received one bid for the pickup truck. It is from Don’s Ford in the amount of thirty eight thousand nine hundred seventy seven ($38,977.00) dollars.

SEALED BIDS: SERVER CABINET
The Town Clerk received two bids for the server cabinet. The first one is from The Grace Lutheran Church in the amount of two hundred ($200.00) dollars. The second one is from P. Michael Piper in the amount of two hundred one ($201.00) dollars.

CELL PHONES:
The Codes office has not been using the cell phone for months now and the bill is going up. The ACO has no issue using his personal cell phone with a stipend from the town instead of the town cell phone.
A motion was entertained by Supervisor Graham and seconded by Councilman Lamb to have the Supervisor cancel the AT&T account on Friday August 6th and approve a cell phone stipend for the ACO in the amount of twenty five ($25.00) dollars per month in place of a town cell phone. Motion carried.

WILLIAMSON LAW BOOK:
A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to sign the IT agreement for the Town Clerk/Collector software with Williamson Law Book. Motion carried.

CARBONITE BACKUP:
The Town Clerk brought it to the board’s attention that the IT specialist of the town feels that the town should be backing up the town records to carbonite. There are two different options a one year at five hundred ninety nine dollars and ninety nine ($599.99) cents. Or three years at one thousand six hundred nineteen dollars and ninety seven ($1619.97) cents which is a two hundred and eighty ($280.00) dollar savings.
The Supervisor asked who will have the password to the account. The Town Clerk said it will all be set up by our IT specialist and he will put it in a sealed envelope and it will be kept in the vault. The Supervisor feels it should be kept by the Supervisor and not in the vault. It was pointed out but Mike Piper that that is records management and is the Town Clerk’s job therefore should be in the Town Clerk’s vault.
A motion was entertained by Supervisor Graham and seconded by Councilman Davis to have the Town Server backed up to Carbonite. They will go with the three year plan and the password will be kept in the vault. Motion carried.

The board announced to the Town Clerk that they would put enough money in the Deputy Town Clerks contractual at the November meeting so that the Town Clerk can have whom ever wins the election full time for training from then until the end of the year.
VACANT COUNCIL SEAT:
A motion was entertained by Councilman Lamb and seconded by Supervisor Graham to fill the vacant council seat with Jason Spellicy. Motion does not carry.
