TOWN MEETING MINUTES
September 1, 2021

CALL TO ORDER:
Supervisor Graham called the meeting to order at 6:00PM. Pledge of Allegiance.

There was a meeting between the Town Board and the Planning Board with discussion of Junk and Solar.

COUNTY LEGISLATOR: NORM LEACH
Norm discussed via phone he has put in the request for research on a 4 way stop sign at Vienna Rd. and Higginsville Rd. He also said that sales tax is up 27% over what it was in 2020 and it is up 19% over the 2019 sales tax.

NOCCOG: Mr. Rowlands
Mr. Rowlands went over the announcements which can be viewed on the town web site tovlookup.org or in the Town Clerk’s Office.

APPROVAL OF MINUTES:
A motion was entertained by Supervisor Graham and seconded by Councilman Davis to approve the minutes of the August 4th meeting. Motion carried.

AUDITED VOUCHERS:
A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to approve the audited vouchers beginning with voucher #326 thru voucher #362 in the amount of $22,041.52. Motion carried.

SUPERVISOR’S REPORT:
The supervisors report for the month of July is done and in the clerk’s office.
All OTHER OFFICES MONTHLY REPORT:
All other office reports are in the Town Clerk’s office and will be on line.

TOWN CLERK’S REPORT:
The Clerk read her report for the month of August.

A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to accept the clerks report. Motion carried

HIGHWAY:
The Superintendent discussed the mower that had been hit last month. It has been repaired in-house by the highway men and they will be receiving full re-imbursement for all parts and labor from the insurance company. He is requesting the advertisement for a highway clerk again as there were not any applicants for the position yet. They are all set to do the repairs on Old Rt. 49.

A motion was entertained by Supervisor Graham and seconded by Councilman Davis to advertise for a new highway clerk with the applications due to the Town Clerk no later than 3:00pm on Monday September 27, 2021. Motion carried

SEALED BIDS: ROAD SAND
The Town Clerk announced she had received 2 sealed bids. The first one is from Preston Hill Gravel at $6.00 per yard if picked up. The second one is from McConnellsville Sand at $5.25 per yard if picked up and an additional $2.75 per yard if delivered.

A motion was entertained by Supervisor Graham and seconded by Councilman Davis to accept the bid from McConnellsville Sand and have the highway department pick up the sand. Motion carried.

SPECIAL MEETINGS:
There will be a special meeting of the town board on Monday October 4, 2021 for the Town Clerk to present the Town Board with the 2022 tentative budget.

Budget workshops are set for Wednesday October 13th and 27th at 6:00pm.

ETHIC’S BOARD:
A motion was entertained by Supervisor Graham and seconded by Councilman Davis to advertise for an Ethic’s Board Member. Motion carried.

SHARED SERVICES:
A motion was entertained by Supervisor Graham and seconded by Councilwoman Whitham to enter into the 5 year agreement with Oneida County for Shared Services. Motion carried.

ANGELWOOD ESTATES:
Supervisor Graham said what they would like is for the Town to make a commitment or not make a commitment to maintain a road. Supervisor Graham had some questions and Rick Meyers was here on behalf of the developer.

Mr. Meyers said there would be 23 building lots developed. There was discussion about the ditches and sewers. Mr. Meyers said there would be independent septic systems and there would be OCWA water.

Councilman Davis had the concern that this project originally was to be a home owners association and gated community with smaller lots and now is being changed to larger lots and his concern with the town taking position of this road are they originally had this a home owners association being a private road to change this over to the town taking it over it seems to be a 100% benefit to your project and sale of the lots and 0 benefit to the town, only cost and time and future maintenance. That is his only comment.

Supervisor Graham said his only concern was maintenance down the road. He encourages building manufacturing etc. He has a hard time fielding repairing roads except this year when we can pretty much grant Clayton’s wants because we have cut him down two other years. Supervisor Graham said for my position as the Town to incorporate and pick up another road when the maintenance we can’t maintain ourselves and he is already down two guys and if a truck breaks down takes away. He is not in favor at this time. If we were in a better situation maintaining more roads he would be more to consider it but at this point he doesn’t want to.

There was also discussion about the cul-de-sac and necessary machinery to clear snow there.

Supervisor Graham also has concerns with the private drives already in the town and them coming to the town to be maintained.

Mr. Meyers said with the 23 building lots this would bring in significant revenue for the town.

Superintendent Conover was concerned about drainage. He asked if the state DOT had been involved.

There was also discussion from a former planning board member as to the disadvantages.

A motion was entertained by Supervisor Graham and seconded by Councilman Davis not to have the town adopt the road that would be part of Anglewood Estates. Motion carried.

EXECUTIVE SESSION: POSSIBLE LITIGAION
A motion was entertained by Supervisor Graham and seconded by Councilman Davis to enter into executive session for possible litigation at 8:23pm. Motion carried.
