TOWN OF VIENNA
SPECIAL MEETING MINUTES
September 20, 2022

 PRESENT:  Supervisor Michael M. Davis Sr., Councilman Jason Spellicy, Councilwoman Wendy Herbst,  

ABSENT: Councilwoman Gail Whitham, Councilman Jason Lamb

 CALL TO ORDER:

Supervisor Davis called the meeting to order at 3:04PM.  Pledge of Allegiance.

Sand Bids:

There were three sand bids to be opened by Supervisor Davis.

 The first bid opened was from Erin Scott at McConnellsville Sand. There bid was for $5.75 a yard. The sand would be loaded on to Town of Vienna trucks at their sand pit on State Route 13 in McConnellsville. If delivery is requested there will be an additional $5 per yard charge. This results in a total of $10.75 per yard. Insurance documentation was also sent in.

 The second bid opened was from Phillip Williams at Preston Hill Gravel, INC. There bid was for $6.00 per yard to be picked up at the gravel bank. Insurance documentation was also sent in.

 The third bid sent in was from K. Duda Trucking & Excavating. This bid was for hauling from Preston Hill Sand & Gravel to the Town of Vienna Maintenance Facility with the rate of $2.75 per cubic yard. Insurance was also provided.

 Both Preston Hill Gravel and K. Duda Trucking & Excavating will come to a total of $8.75 per yard.

 Clayton stated that last year they had problem with too big of rocks. Resulting in damage to the Town of Vienna Trucks. Trucking will be needed this year due to being understaffed. He addressed the rock situation last year as it was ongoing and it was not resolved. He would rather try Preston Gravel rather than hope last year’s issue is resolved.

 Supervisor Davis stated that Duda can not be awarded the bid. He is concerned about the rocks as well and that Clayton did try to resolve the issue and it did not clear up. He wanted to know if the issue wouldn’t be resolved last year are they supposed to take a leap of faith and hope they won’t get stone in the product again.

 Councilmen Spellicy stated that he only wants what Clayton Conover, The Highway Supervisor, wants to do. He also states that having someone else haul would be better due to staffing issues. He is concerned about the rock issue as well whether that be not going local or going local. He stated that there haven’t been issues in the past other than last year.

 Councilwomen Herbst stated that she did not have thoughts.

 A motion was entertained by Supervisor Davis and seconded by Councilwoman Herbst to accept the Preston Hill Gravel, INC Sand Bid even though the price is higher, this is due to the rock issue last year.

Clayton would like to put in an ad for two weeks for a Heavy Equipment Operator with a CDL or a Laborer that will get his/her CDL within four months of being hired. The posted legal notice stated road sand and or hauling.

 

A motion was entertained by Supervisor Davis and seconded by Councilwoman Herbst to accept the K. Duda Trucking & Excavating bid to haul sand from Preston Hill Gravel, INC to the Town of Vienna Maintenance Garage.

Letters have been sent out to all bidders on acceptance or denial and reasons.

 

EXECUTIVE SESSION: 3:37PM Personnel Payroll

A motion was entertained by Councilman Spellicy and seconded by Councilwomen Herbst to enter into executive session for personnel payroll at 3:37pm.  Motion carried.

A motion was entertained by Councilman Spellicy and seconded by Councilwoman Herbst to return to regular session at 4:16pm.  Motion carried.

A motion was entertained by Councilwomen Herbst and seconded by Councilman Spellicy to adjourn the meeting at 4:18PM.  Motion carried.
