To obtain a Dog License you must bring the following into the Town Clerks Office:
- Rabies information
- Spayed or Neutered information
- $8.50 if Spayed / Neutered
- $21.50 if unspayed / unneutered
Bring an updated proof of disability to the Town Clerk.
If you are not from the area and your permit is due to expire, please contact your local issuing agent to find out about the renewal procedures there.
To file a Freedom of Information Law (FOIL) request, download and complete our FOIL Application Form. Copies are also available from the Town Clerk. Note that you will be responsible to pay for all reproduction fees to fulfill the request.
To obtain a Marriage License PLEASE CALL 315-245-2191 MENU OPTION 1 FOR AN APPOINTMENT
You and your spouse-to-be need to bring the following to your appointment:
- Government issued Photo ID, including name, address, signature, and date of birth.
- Birth Certificate with raised seal and parents’ names on it.
- These items for Both applicants.
- $40.00 License Fee

Yes, if the person was at their residence at the time of Death and the applicant falls under one of the following rules. Otherwise, the Death Certificate will be in the Town in which they passed.
- Applicants, including Funeral Directors at time of death will need to complete form DOH-294A.
- Certified copy or transcript may be issued to: a person with a NYS Court Order showing necessity, to the surviving spouse, parent, child and sibling of the deceased or their lawful representative, a person requiring the record for a documented legal right or claim, for a documented medical need, to a government agency for official purposes.
- Proof of relationship is required.
- Genealogy copies are issued uncertified only.
Fee is $10 for a search and certified or uncertified copy or a letter stating the certificate is not in our files.
Yes, if the request falls under one of the following:
A certified copy will be issued at the time of birth.
A Certified Copy or Transcript can be issued to:
- Person with a NYS Court Order.
- Person 18 years or older (under 18, Certification of Birth DOH-2248A will be issued).
- Parents named on the person’s record.
- The lawful representative of the person or parents of the person named on the certificate.
- The Commissioner of Health.
- To a municipal, state, or federal agency when needed for official purposes.
- Person demonstrating judicial or proper purpose.
- Legal Guardian requester must produce court-certified legal guardian papers.
- Non-Legal Guardian or Relatives will need record sent directly to the agency in need of record.

Proof of relationship and $10 fee is required for a certified copy or a search and letter stating that we did not find the record in this office.

Information Regarding Town and County Tax Bills
- Town and County Taxes are mailed out the last week of December every year. If you do not receive them please call us at 315-245-2191 Menu Option 1
- Tax collection hours are Monday through Thursday 9 AM to 2 PM from January 6, 2025 to March 31, 2025.
- To look up and pay your taxes online you can click here.
- To pay delinquent Town and County Taxes online, go to oneidacountyny.gov/finance and click the large highlighted box “Pay Delinquent Taxes Online.” Email the county at treasury@oneidacountyny.gov.
- If you are behind on taxes and you need to know your amount you can call Oneida County at 315-798-5753 and they can tell your new amount.
- If you are mailing in your payment please make sure there is a phone number included with your payment. This helps if there is an issue with your payment and could save you from paying a penalty.
Homeowners Assistance Program: The HOPP program is designed to ensure that no family in NY ever loses their home because they do not have access to a lawyer or qualified housing counselor. To be connected with a legal service or housing counseling organization near you, call 1-855-466-3456 or visit homeownerhelpny.com. A statewide listing by County is also available at the website of the New York Sate Department of Financial Services.
- If you have moved please call the assessor so they can get your address changed so you receive your taxes.
- If you have questions on the Star Program contact the Assessment Department 315-245-2191 Menu Option 5.
- Town and County Tax Bills can be paid without penalty in person or with a US Postal mark of January 31st of every year.
- If paid in the month of February there is a 1% penalty added onto the amount. If paid in the month of March there is a 1.5 % penalty added on plus a $2.00 Rebilling Fee. If you need the exact amount you can always call us at 315-245-2191 Menu Option 1.
- We are only allowed to accept full and exact payments – no amounts under or over the amount specified on your bill.
- All payments should be made out to Vienna Tax Collector.
- For cash payments, please bring exact change as we do not always have change.
- We accept Cash, Check, Credit/Debit Card or E-Check.
- If you mail in your taxes and would like us to send you back a paid receipt please send us your entire bill.
