It is the dog owner’s legal responsibility for making sure their dog is licensed in New York State. To get a dog license, your dog must be over four months old and have a current rabies vaccination certificate and proof of being spayed or neutered from a licensed veterinarian.
While the Town Clerk is responsible for the licensing process, it is the dog owner’s responsibility to get their dog licensed through the Town Clerk’s office. You will receive one tag for the life of the dog, which gets renewed yearly. Please let Town Clerk know if you need a replacement tag.
Ownership change of a dog requires a new license. If you move out of Vienna, you are required to notify the new Town or City Clerk.
Spayed or Neutered $8.50
Not spayed or Neutered $21.50
For all late renewals, you will be charged the fee for every year you did not pay for a renewal.
Example: Last renewal was 1/02/2022
Current year is 1/2/2025
Fee for a spayed dog would be 8.50 x 3 = $25.50
Bring an updated proof of disability to the Town Clerk.
If you are not from the area and your permit is due to expire, please contact your local issuing agent to find out about the renewal procedures there.
To file a Freedom of Information Law (FOIL) request, download and complete our FOIL Application Form. Copies are also available from the Town Clerk. Note that you will be responsible to pay for all reproduction fees to fulfill the request.
To obtain a Marriage License PLEASE CALL 315-245-2191 MENU OPTION 1 FOR AN APPOINTMENT
You and your spouse-to-be need to bring the following to your appointment:
- Government issued Photo ID, including name, address, signature, and date of birth.
- Birth Certificate with raised seal and parents’ names on it.
- These items for Both applicants.
- $40.00 License Fee

Yes, if the person was at their residence at the time of Death and the applicant falls under one of the following rules. Otherwise, the Death Certificate will be in the Town in which they passed.
- Applicants, including Funeral Directors at time of death will need to complete form DOH-294A.
- Certified copy or transcript may be issued to: a person with a NYS Court Order showing necessity, to the surviving spouse, parent, child and sibling of the deceased or their lawful representative, a person requiring the record for a documented legal right or claim, for a documented medical need, to a government agency for official purposes.
- Proof of relationship is required.
- Genealogy copies are issued uncertified only.
Fee is $10 for a search and certified or uncertified copy or a letter stating the certificate is not in our files.

Yes, if the request falls under one of the following:
A certified copy will be issued at the time of birth.
A Certified Copy or Transcript can be issued to:
- Person with a NYS Court Order.
- Person 18 years or older (under 18, Certification of Birth DOH-2248A will be issued).
- Parents named on the person’s record.
- The lawful representative of the person or parents of the person named on the certificate.
- The Commissioner of Health.
- To a municipal, state, or federal agency when needed for official purposes.
- Person demonstrating judicial or proper purpose.
- Legal Guardian requester must produce court-certified legal guardian papers.
- Non-Legal Guardian or Relatives will need record sent directly to the agency in need of record.

Proof of relationship and $10 fee is required for a certified copy or a search and letter stating that we did not find the record in this office.

Certain exemptions must be renewed annually to verify continued eligibility including:
• Agriculture – Form RP-305-R
• Aged Senior – Form RP-467-Rnw
• Limited Income Disability – Form RP-459-c-Rnw
• Volunteer Firefighter/Ambulance Worker – Form RP-466-a-vol
These renewal forms will be mailed to you by the Assessor annually and must be completed and returned no later than March 1, of each year.
Basic Star Exemptions no longer require annual renewal.
Grievance Day is the 4th Tuesday of May. Use this Grievance Form to prepare to meet with the Board of Assessment Review. Contact the Assessor for more information 315-245-2191 menu option 5.

You can pay your town and county tax bill online between January 1 and March 31, via this link. Please note that a processing fee of 3% will be added for credit card payments.
Town and County Taxes are mailed out the last week of December every year and can be paid without penalty in person or with a US Postmark by January 31st of every year.
